Senior Systems Engineer ( Rail)

Job Summary

Bechtel has been awarded a contract to provide project management services for the Texas High-Speed Rail Project. The Infrastructure team will support Texas Central Partners through the development phase, from February 2018 to mid-2019, which will be followed by the execution phase. When completed, the project will serve the 240-mile corridor between Houston and Dallas/Fort Worth, with a travel time of 90 minutes.


The Senior System Engineer is responsible for the systems processes and procedures that the project will follow and flow these down to the D-B Contractors and would report to the Integration Director. The position will verify the Technical Risk Management processes is performed and ensure Interface Management between all relevant parties undertaken whilst validating the D-B Contractor inputs satisfy systems requirements. The candidate is to manage the design interface between the D-B Contractors and the quality of design contractor products. Specific duties will include the provision of oversight and interface for integrating the various engineering and systems engineering disciplines (HVAC, MEP, Communications, Traction Power Supply, RAMS, Rolling Stock, and Signaling) necessary to achieve the performance requirements of the Project. Developing and establishing Requirements Traceability Matrix and a Systems Compliance Verification Matrix to ensure all requirements are traced to project completion.


Job Responsibilities

  • Manage all relevant engineering activities so that they result in projects that are affordable and meet program requirements in a safe and environmentally responsible manner for a time, cost and quality.
  • Integrate various engineering (Civil, Structural, Architectural and Geotechnical) and rail systems engineering disciplines (HVAC, MEP, Rail Systems (which includes track, overhead line, signaling, telecommunications, control center and on-board/mobile signaling and telecommunications equipment), Traction Power, Medium & Low Power, Rolling Stock and RAMS).
  • Ensures that Technical Risk Assessments (e.g. HAZIDs, HAZOPs, IDCs/IDRs, QRAs) are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding documentation are in compliance with the associated projects Quality Assurance plan and procedures.
  • Oversight of the complex interfaces with railway system design and the detailed design prepared by multiple design contractors on projects.


Job Qualification

  • Must have a bachelor’s degree in Engineering along with 9-13 years of experience in system engineering OR in lieu of a degree must have a minimum of 15-19 years of relevant experience.
  • Must have strong knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
  • Must have a systems engineering background.
  • Thorough knowledge of CENELEC standards EN50126, EN50128 & EN50129.
  • Knowledge of Common Safety Method and progressive assurance
  • Fully knowledgeable and conversant with AREMA standards and FRA and FTA regulations
  • Strong experience in Requirements Management and associated tools.
  • Knowledge of Interface Management and the management of the system to civil and system to system interfaces.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved. Understanding of industry or regulatory codes and standards and design criteria pertinent to the engineering discipline.
  • Practical work experience in design engineering or relevant equivalent experience in allied types of engineering enough to demonstrate competence as a trained engineer.
  • Excellent oral and written communication.
  • Must have the authorization to work in the USA.
