SUMMARY:

Leads, directs and trains team members on information systems in areas including application support, software engineering, software quality assurance and quality control, business analysis or database administration.  Analyzes, diagnoses, designs, plans, executes and evaluates work to time, cost and quality targets, exhibiting thorough familiarity with available methods, procedures, tools, equipment and standards associated with own area of specialization within information systems.  Performs work that requires the application of a significant range of fundamental information systems principles in a variety of contexts while demonstrating strong leadership. 

 

JOB DIMENSIONS:

A.  Supervision Received

  • Receives technical and administrative supervision from a designated Information Systems & Technology (IS&T) Team Lead.
  • Performs assignments independently with instructions as to the general results expected. 
  • Receives technical guidance as appropriate from a senior discipline team member on unusual or complex problems and supervisory approval on proposed plans for projects.

B.  Supervision Exercised

  • Provides technical direction and assigns work to discipline subordinates or others who assist in information systems activities.
  1. Contacts
  • Provides training and support to end user customers in IS&T as required.
  • Provides training and support to end user customers in other Bechtel functions dependent on information systems activities.
  • Makes frequent contact with users as necessary to gather or give status information, address project automation needs and requirements.
  • Contacts discipline staff specialists as needed for specialized information systems activities.

 

ESSENTIAL JOB DUTIES:

  1. Leads team members responsible for a specialized area of information systems, including application support, software engineering, software quality, business analysis or database administration. 
  2. Analyzes user requirements and evaluates work processes.
  3. Provides technical direction, development, training and mentoring to subordinate team members.
  4. Arranges, prepares and conducts meeting, workshops and presentations as required.
  5. When performing duties as application support team lead:
  • Assists with executing the project technical automation plan and evaluates and coordinates the implementation of new automation modules and tools.
  • Tests and supports data integration of new releases of production software/programs.
  • Customizes applications as required by customer.
  • Prepares user guides and training material and delivers training.
  1. When performing duties as software engineering team lead:
  • Analyzes, maintains and implements (including performance maintenance and timing) existing software applications in accordance with the Software Development Methodology Framework (SDMF), enterprise and application architecture, and the Software Development Standards.
  • Develops programming specifications from business requirements in consultation with end users.
  • Creates design specifications, test plan and automated test scripts for individual work scope.
  • Meets budgets and schedules for entire software lifecycle.
  1. When performing duties as software quality assurance/quality control team lead:
  • Develops and executes test scripts for automated load and regression software testing tools.
  • Develops test strategy, test procedures and test plans for project development software applications and configures project unique testing defect tracking work flows.
  • Reviews software development and documentation required by SDMF for content and accuracy.
  • Establishes project requirements for manual and automated testing.
  • Evaluates and recommends new automated testing software, client/server software and test lab hardware to support infrastructure testing.
  1. When performing duties as business analysis team lead:
  • Analyzes gaps in business processes and formulates long-term and short-term solutions to ensure support of company goals and objectives.
  • Defines business requirements, coordinates resources, monitors timelines, and performs company and project planning.
  • Meets with end users to determine system needs and assists in managing processes from origination to project completion, including conceptual design, functional specification, testing and implementation.
  • Analyzes underlying issues arising from investigations into requirements and problems and identifies available options for consideration.
  1. When performing duties as database administration team lead:
  • Installs, configures and upgrades database/application software and tools in support of operational systems and the development environment.
  • Installs, upgrades and migrates databases and performs database/application refreshes; maintains database security.
  • Executes database performance tuning of development, test and production environments; performs backup and recovery.
  • Participates in application design.

 

JOB KNOWLEDGE:

  • Advanced knowledge of software development methodologies, tools and processes including Software Development Methodology Framework, source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • Advanced knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
  • Advanced knowledge of web-based technologies including web page development and maintenance and web-based tools and utilities.  
  • Advanced knowledge of hardware and software integration and testing.
  • Strong ability to organize and deliver presentations to clearly communicate information to others.
  • Broad knowledge of the use of appraisal techniques for appraising an individual's performance and potential.
  • Strong ability to work with customers to understand their requirements and expectations by asking questions and listening.
  • The above may be acquired through:
    • Recognized degree in Computer Science or Information Systems from an accredited college or university, or
    • Specialized courses in general information systems or relevant information systems disciplines, and
    • Extensive work experience in information systems or relevant equivalent experience in information systems disciplines.
