Project Overview:
Bechtel Manufacturing and Technology (M&T) is an exciting and growing business that serves the increasing demand of EPC services for customers in the semiconductor (manufacturing facilities and supply chain); electric vehicle (batteries, charging infrastructure, and production); synthetic materials; and data center markets.

Job Summary:
In this position, you will manage a team to develop estimates for projects with many stakeholders. You will provide key technical leadership and direct input to proposals, strategic plans, client presentation, and contract negotiations. Your leadership and expertise will ensure that deliverables are within scope, performed at a low cost, and consistent with the proposal budget.

Major Responsibilities:
Level 1
- Leads estimate development for estimates at a low financial or reputational risk level
- Develops, presents, and maintains Project Estimate Plan(s) specific to estimating efforts
- Develops estimate schedule of activities
- Monitors progress and oversees overall estimate development
- Responsible for the creation of estimate review/basis packages and assuring that they are completed as per approved procedures
- Performs and leads analysis on received commercial data
- Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons, developing new techniques as required to meet specific needs
- Analyzes cost and price data from suppliers and subcontractors and internal cost and performance information with the ability to generate comparative data, historical costs, and other metrics, as part of the cost and price analysis
- Analyzes estimating data and correlates to other projects and Bechtel standards
- Reviews estimate basis and assumptions for completeness and reasonableness

- Directs discussions in management reviews
Education and Experience Requirements:
Level 1
- Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience
Level 2
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Knowledge of estimate methodologies for various estimate classes, knowledge of key scope components and cost elements for most major projects, specific knowledge in one or more estimating disciplines (piping, mechanical, E&I, or civil structural), ability to organize a complex effort with many moving parts, ability to comfortably present a message to senior leaders internally and externally
- Project estimator or estimate manager experience, experience leading estimates with capex greater than $500M, experience leading a team of estimators
