Project ES&H Manager III

SUMMARY:

Leads a project ES&H team in supporting implementation of the project’s ES&H plans and procedures in accordance with company ES&H Management System requirements. Devises innovative approaches to technical problems encountered and provides technical direction for specific tasks as technical ES&H lead including making assignments to subordinate ES&H personnel. Ensures that complex requirements are properly interpreted by evaluating and applying appropriate ES&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with ES&H requirements applicable to the assigned project.  Performs duties on large, relatively complex projects. 

 

JOB DIMENSIONS:

A.  Supervision Received

  • Receives technical and administrative supervision from the global business unit (GBU) ES&H Manager.  Receives supervision and work assignments from the Project Manager or Construction Manager.

 

B.  Supervision Exercised

  • Directly supervises other environmental, safety, and/or health personnel assigned to the project.
  • Provides technical oversight and direction to vendors and/or contractors/subcontractors.  May also supervise contract ES&H personnel.

 

C.  Contacts

  • Maintains relationships with internal organizations, customers, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of ES&H functional responsibilities into project design specifications, construction plans and schedules, and subcontractor bid packages.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards as they apply to the project.
  • Maintains communications with representatives of Bechtel or client insurance brokers/carriers to obtain and exchange information on claims and the loss prevention program.
  • Maintains contact with other environmental, safety and/or health personnel to keep informed of changing requirements and to provide technical assistance as needed.
  • Maintains contact with workers, supervisors, customers and contractors/subcontractors to exchange information on ES&H issues, technical information, and innovative technologies.

 

ESSENTIAL JOB DUTIES:

 

  1. Supports proposal development process and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with ES&H requirements.
  2. Provides technical support to feasibility studies, site assessment studies, and project risk assessments.
  3. Informs project personnel of ES&H requirements and ensures they are incorporated into processes and procedures by subcontracts, engineering, and construction personnel.
  4. Develops and supervises the implementation of the ES&H plan for a specific project or facility in accordance with established polices, systems, processes, procedures and methods, client and/or host country requirements and regulations.
  5. Supervises and/or performs daily monitoring of work practices of Bechtel and other contractors/ subcontractors.
  6. Participates in meetings with customers, project team members, and contractors/subcontractors to advise of project-specific mitigation plans, ES&H training program, and technical reports.
  7. Supports work planning and the coordination of ES&H services.  Monitors work activities to ensure compliance with applicable project ES&H requirements. Stops work in imminent danger situations.  Stipulates acceptable work practices that are to be implemented before the work can be resumed. 
  8. Coordinates with the GBU ES&H Manager on personnel activities, such as recruitment, policy administration, compensation administration, and employee development.
  9. Supervises and conducts project incident investigations; documents factors contributing to an incident and prepares required reports.
  10. Participates, as directed by the GBU ES&H Manager and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.
  11. Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government ES&H requirements.  Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.
  12. Supervises the operation of the medical/first aid treatment facilities.
  13. Supervises implementation of project ES&H orientation and training of project personnel.
  14. Ensures environmental compliance inspections of project construction activities are conducted to monitor compliance with environmental requirements including contractual commitments, permits, and the Environmental Management Plan
  15. Consults with occupational medical consultant in developing procedures which include sanitation and health inspections of facilities required to support the project for activities such as immunizations, rescue, emergency transportation, and evacuation.

 

JOB KNOWLEDGE:

 

  • Advanced knowledge of a field of environmental, safety engineering, process safety, health, industrial hygiene or related discipline.
  • Knowledge of industrial hygiene requirements and practices related construction and operational activities.
  • Knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution. 
  • Knowledge of engineering and construction systems, methods and work processes.
  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control methods, and restoration techniques.
  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.

 

QUALIFICATIONS:

 

  • Bachelor’s degree in environmental, occupational safety, process safety, industrial hygiene or other relevant technical discipline from an accredited university as well as a minimum of 15 years of relevant work experience, or 21 years of relevant experience in the absence of a degree.
  • Experience in applying ES&H systems and controls to construction work processes.
  • Experience in construction planning, estimating and ES&H procedure implementation.
  • Experience in managing and/or providing technical oversight contractors/subcontractors during construction.
  • Experience in supervising all aspects of ES&H on construction projects or operating facilities.
  • Experience in implementing ES&H training programs.
  • Excellent communication and interpersonal skills to explain new work processes and technologies to all levels of the organization.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team
