JOB SUMMARY: 

The Bechtel Communication Sector provides project management, site development, procurement, and construction services to our customer.  The Communications projects have markets located in various regions throughout the U.S. and are currently seeking project controls engineers to support various locations in the south-eastern region which including Virginia, North Carolina, Cleveland, Pennsylvania. 

 

Bechtel is seeking an experienced Project Controls Engineers (PCE) for the upcoming communications work in the U.S southeastern region.  The PCE performs cost estimating, schedule analysis, and cost control activities as directed.   Performs schedule development, maintenance, and monitoring activities, as directed.   

 

JOB RESPONSIBILITIES:

 

The following duties are performed with respect to Scheduling:

 

• Interfaces with Bechtel market functions, market & program management and client contacts to develop, maintain and manage schedules for multiple telecommunications scopes on sites spread across the market’s geographic coverage

• Coordinates regular schedule reviews with market functions and management to communicate progress and challenges ensuring schedule accuracy.

• Monitors and maintains the interface between Bechtel and client schedule systems along with an understanding of the Bechtel cost and other functional systems.

• Develops an understanding of Bechtel and client priorities on schedule and cost to align progress reporting.

• Establishes work sequence and activity durations for a specific discipline or specialty. Determines inter-discipline constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with total project plan resulting in schedule and resource baselines to monitor progress against.

• Develops commodity curves for a specific discipline or specialty. Reviews quantity logs to ensure total quantities are represented for a particular discipline or specialty. Assists in developing required job hour expenditure for a specific discipline or specialty. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.

• Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.

• Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.

• Responsible for analysis, development and presentation of impact integration measures and recommends recovery measures as needed.

• Prepares schedules, staffing, and quantity progress and performance reports for assigned disciplines or specialties.

• Prepares and coordinates planning and scheduling presentations to Bechtel and client management, as required.

 

The following duties are performed with respect to Cost Engineering and Estimating:

• Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications. 

• Determines scope definition requirements for discipline or other specialty and works with Engineering and other sources to coordinate the production of required data to conform with the overall estimate preparation plan. Develops quantity takeoffs for a discipline or specialty using defined scope documents or undefined scope assumptions. Verifies quantities provided by others.

• Independently provides financial, cost reporting, trending analysis and recommends corrective actions

• Provides support to project financial reporting and trending functions and the invoice/billing review process as required

 

 

BASIC QUALIFICATIONS:

 

  • Bachelor’s degree in Engineering, Construction Management, or related field.  A minimum of 1-3 years of professional experience in project controls with an emphasis on scheduling, cost and project estimating.  In lieu of technical degree, 7-10 years of related work experience required.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Skilled in oral and written communication.
  • Ability to interface with other disciplines, client reps and subcontractors as required.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
  • Experience in PowerBI preferred.
