SUMMARY:

Manages the procurement and contract operations of a global business unit by supporting the global business unit organization in its responsibility for profitability, sales and performance excellence.  Manages the global business unit functional departments of purchasing, expediting, supplier quality, field procurement, traffic and logistics, material management systems, or procurement initiatives.  Develops global and regional procurement strategies, defining opportunities and providing regional, local, and industry knowledge in execution planning.

 

This role will initially be based in Helskini, Finland and will then transfer to Ras Al Khair in Saudi, incumbent is expected to complete both portions of the assignment. 

 

JOB DIMENSIONS:

 

A. Supervision Received

  • Reports to and receives operational direction from the global business unit manager.
  • Receives functional guidance from the corporate Manager of Procurement and Contracts.

B. Supervision Exercised

  • Provides functional guidance to global business unit project and functional Procurement and Contract Managers.

C. Contacts

  • Maintains relationships with senior Procurement, Contracts and global business unit management to ensure mutual understanding of the global business unit and Procurement goals and objectives and to keep management informed of Procurement’s efforts toward meeting these goals.
  • Maintains relationships with senior project management personnel to understand the needs for and provide Procurement services to projects worldwide.
  • Maintains relationships with senior client personnel to ensure understanding of their needs and requirements and to promote Procurement’s worldwide capabilities and expertise.
  • Maintains contacts with senior management of Bechtel’s suppliers and subcontractors in collaboration with other Procurement managers to ensure sound working relationships, and to ensure they endeavor to conform to their contractual agreements.
  • Collaborates with Corporate Procurement functional managers to keep abreast of the latest procurement programs that support global business unit operations by enhancing market intelligence, quality objectives, cost effective shared services, state-of-the-art automated materials management systems, training and education, and personnel placement.

 

ESSENTIAL JOB DUTIES:

  1. Manages and monitors Procurement operations for assigned global business unit, its offices, and jobsites.  Maintains communication with the global business unit and client personnel through regular visits to each assigned office, project team, and jobsite to ensure that the services of Procurement meet the needs of the global business unit and its clients.
  2. Maintains regular communication with the global business unit functional and project Procurement Managers to maintain knowledge of projects’ progress in order to apply required management direction, or corrective action.  Meets regularly with the global business unit senior discipline and project managers for the same purpose.
  3. Participates with other global business unit discipline managers in business development efforts, feasibility studies, and project planning.  Provides support in client contract negotiations to give Procurement input, communicate Procurement capabilities and anticipate Procurement requirements and staffing.
  4. Identifies training needs and directs application of training programs to ensure that the assigned Procurement personnel have satisfactory knowledge of their level of work to perform including but not limited to:
  1. Staffing and replacement planning
  2. Employee performance evaluation and career discussions
  3. Promotions, rotation, transfers
  1. Consults regularly with functional Procurement managers on the functional performance of personnel.  Together they review supervision, staffing, performance evaluations, career discussions activities, and training needs for the subject function.
  2. Directs in-depth Procurement audit of the activities and functions in assigned offices and projects.
  3. Prepares annual salary plan with respect to approved guidelines and ensures that required functional reviews and approvals are obtained.
  4. Monitors preparation of project Procurement work hour estimates, budgets and schedules to ensure that these are developed realistically and that they meet organization/project objectives.  Periodically reviews project Procurement activities to ensure that operations are within approved work hour estimates, budgets and schedules, and if not, directs the preparation of a revised budget request and/or a change in activities.
  5. Communicates regularly with the corporate Manager of Procurement to report on global business unit and project operations, secure advice and guidance, and to ensure effective interface between global business unit, project Procurement, and Corporate Procurement.
  6. Formulates and recommends development programs and overhead budget requests for consolidation with overall Procurement requirements.  Monitors operations to ensure approved budget limits are maintained.
  7. Prepares approval requests for delegation of Procurement authority for Projects.
  8. Prepares and edits presentations describing Procurement methods, trends of lead times, prices, or other relevant information within Procurement’s scope of activities.  Subject to required approvals, makes presentations to units of Bechtel, to clients, to supplier organizations, or to trade associations.

 

JOB KNOWLEDGE:

  • Global experience in project procurement management.
  • Experience and thorough understanding of Procurement operations at both jobsites and office locations.
  • Skilled in managing personnel including interviewing, hiring, training, development, performance evaluation, career counseling, salary administration, and knowledge of personnel procedures and policy.
  • Thorough knowledge of planning, scheduling, cost control, and quality control functions.
  • Specialized training courses in business law, finance and accounting, and related business subjects.
  • Experience in working with the other functional service organizations, i.e., purchasing, expediting, supplier quality, traffic and logistics, and field procurement operations.
