Contracts Manager

Bechtel's Scope on this project is Project Management Consultant (PMC). The Contracts Manager will be responsible for managing the EPC LSTK Contractor on behalf of the Customer. The position begins in Finland and then transititions to Saudi Arabia.  The Construction site is located at Mansourah Massarah situated aproximately 320 KM norheast of Taif City towards Riyadh City and 35 KM South East of Hufayrah.



Manages the ECP  LSTK Contractor in the delivery of the Project contracts acctivites beginning in Finland followed by progressive mobilization to the project location in Saudi Arabia. Need to ensure that Contract formation and administration of the EPC LSKT Contractors are aligned with project schedule, project procedures and expectations from the Customer.


  • Administer the EPC LSTK contract.
  • Manage the pre-award and post award contract activities for miscellaneous contracts.
  • Develop a system for contractor invoicing and payment including confirmation of progress in support of progress payments. Approve and issue contractor payment certificates to Maaden.
  • Review and negotiate contractor contractual claims subject to Maaden approval.
  • Incorporate agreed changes into the contracts.
  • Ensure contractor provides reports as required by the contract.
  • Develop and implement a system with the EPC LSTK Contractor that promotes use of local resources.
  • Request, verify and maintain the required insurance certificates, bonds, guarantees and licenses provided by the contractors.

  • Provides technical and management guidance to Contract Managers, Prime Contract Managers and Administrators, (Sub)Contract Administrators and other contracts personnel as assigned.

  • Maintains contact with other Contracts Management personnel and Project/Site Management
  • Contacts Legal and Risk Management to obtain and provide information regarding contract issues
  • Interfaces with senior level clients, joint venture and industry organization professionals while carrying out Bechtel’s contracts activities.


  1. Provide support to business and execution units in the formation of prime contracts (as required), particularly to the extent formation may affect successful management of the prime contract, including participating in the proposal, prime contract review, joint venture and/or (sub)contract partnering, and risk assessment process;
  2. Participate in functional management team reviews;
  3. Where no full time Contract Manager or Prime Contract Administrator is assigned to a project, ensure the following responsibilities are properly addressed:
  • Work with the Project Manager and project team to identify and maintain the prime contracts baseline and to develop a Prime Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, typically including a Contract Management Responsibilities Matrix, a Contract Requirements Action List, a Contract Notice Requirements Action List, a Project Change Order Procedure including the Pending Items Program, and mechanisms to monitor Project compliance with prime contract terms and conditions and maintain the Project “baseline”;
  • Provide ongoing training in the various aspects of prime contract management to Project Managers and to other key members of project teams to address prime contract management principles, (sub)contract formation and administration, identification, preparation and resolution of claims;
  • Work with Project Managers to ensure that Bechtel’s entitlement to additional time and compensation is properly documented and communicated to the Customer;
  • Provide claims identification, development and presentation support to the Project team, assisting in the management and resolution of claims as required;
  • Working with Construction, Engineering and Procurement, ensure (sub)contracts and contracts (where Bechtel’s role is Construction Management) contain appropriate flowdown of prime contract terms;
  • Ensure compliance to applicable Bechtel policies (e.g. Policy 230, Policy 102)



  1. Ensure that projects are staffed with qualified/trained personnel responsible for the prime contract and (sub)contract management functions;
  2. In coordination with line managers and senior functional and organization managers, review financial data for projects on a regular basis to identify projects with deteriorating profitability which may need specialized contracts/claims support;
  3. When assigned to a Contracts specialty:
  • Maintain knowledge bank of Bechtel contracting practices
  • Recommend, develop and implement programs to maintain contracts capability required to support current and forecast work in line organizations;
  • Develop and maintain tools for use by all Bechtel organizations and projects, incorporating lessons learned, changes in contract policies and strategies, and new approaches to contract management;
  • Develop, update and present workshops in the specialty on a scheduled and an on-demand basis;
  • Provide specialized trouble-shooting to projects;
  • Develop, guide, and mentor Contracts professionals in cooperation with Managers of Contracts assigned to line organizations;
  • Identify candidates for inter-organization transfers and provide support as needed;
  • Direct development of automation tools or evaluate proposed tools for improving the productivity or contributing to the effectiveness of the contract work process;
  • Promote the development of multi-function software programs that lead to greater efficiency;
  1. Provide contracts reviews/audits to projects to identify potential contracts problems and process improvement opportunities.  Assist in the development and implementation of systems and resources necessary to make improvements;
  2. Provide prime/(sub)contract claim support and resources to project teams to prepare and negotiate claims as required;
  3.  Report performance data to the Central Contracts Group for use in maintaining contracts metrics;
  4. Communicate successes/lessons learned to the Corporate Contracts function for use in improving contract tools, upgrading the skills of Contracts personnel and improving workshops;
  5. Participate in industry organizations and forums to communicate Bechtel’s contracts capabilities and corporate commitment to contracts.


Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprised of many nationalities and backgrounds

Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience

Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling

Proficiency in the formation and administration of prime contracts, or

Proficiency in the formation and administration of (sub)contracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps

Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations

Demonstrated capability to prepare and make effective presentations to Customers, line managers, Project Managers and project teams

Possesses extensive knowledge of commercial management

Has extensive knowledge of Engineering, Procurement, Project Controls, and Construction work processes and experience in two contracts specialties

Grade 28

Has broad knowledge of contracts management or claims primarily on domestic projects, typically in one contracts specialty
