Job Summary:
Bechtel is seeking an OSM/Vendor Quality Lead (Off-Site Manufacturing / Modularization Quality Manager) for the M&T team.
The OSM/Vendor Quality Lead actively participates in the OSM Program with client and other project functions to identify opportunities for Off-Site Manufacturing / Modularization and assessing potential vendors, fabricators, and suppliers, leading to the successful delivery of the project.
The OSM/Vendor Quality Lead will be actively engaged in the review of the OSM’s QA/QC processes and will provide oversight and audit of the implementation of these processes in the OSM yards, manufacturing facilities and associated offices. Also, the OSM/Vendor Quality Lead will actively engage with the Bechtel Supplier Quality project team to assess the Assurance Process being implemented for each purchase order and provide additional oversight where necessary and critical.
Major Responsibilities:
- Implements the quality program/plans for the project OSM contractors at several assigned locations.
- Ensures timely and effective implementation of OSM project quality program/plans.
- Drive the implementation of the project monitoring/auditing program at the assigned OSM, construction, or plant site or project office locations.
- Prepares and completes quality audit checklists and participates in audits.
- Provides recommendations to project personnel to prevent and correct quality deficiencies.
- Identifies and reports conditions that require corrective action by management and follows up to ensure completion.
- Initiates stop work when authorized.
- Follows up on actions taken in response to audit findings to ensures adequate close out.
- Provides on-the-job training for OSM/Vendor quality personnel.
- Review, approval of OSM's quality‑related procedures prepared on the project to ensure compliance with the project quality program/plan.
- Prepares revisions/amendments for the project quality program/plan for review, approval and issuance.
- Reviews quality related procedures and manuals developed by other departments, suppliers and subcontractors for conformance to project quality program/plan requirements.
- Reviews and reports on the impact of new or revised regulatory requirements on the project quality program/plan.
- Reviews selected project/functional documents/procedures to ensure the inclusion of applicable quality requirements.
- Responsible for ensuring the Progressive Assurance of the OSM/Vendor work scope.
- Performs supplier/subcontractor qualification surveys, reviews requests for proposals, evaluates bid documents, reviews supplier/subcontractor quality programs, and performs surveillances and quality audits.
- Represents the project during quality assurance audits conducted by the client, management, or regulatory agencies as appropriate.
- Develop and implement the oversight schedule for OSM/Vendor activities, integrated with project oversight schedule.
Education and Experience Requirements:
- A recognized degree in an engineering or scientific discipline, or specialized courses in engineering, quality, personnel administration or a specialized discipline, and practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, business administration, or work experience as a quality engineer or equivalent.
- A working understanding of structural, pipe fitting, electrical and instrumentation, and mechanical construction practices.
- 12+ years of relative experience
Preferred Qualifications:
- Six Sigma Black Belt or experience in data analysis and/or root cause analysis.
- Experience developing training material, leading classes, and assessing students’ performance. Experience contributing to and developing procedures, process maps and desktop instructions.
- Holding current professional certifications issued by AWS, ASNT, AMPP are preferred
Required Knowledge and Skills:
- Have a broad experience with industry materials and equipment
- Have the technical knowledge of industry codes and standards pertaining to the materials and equipment
- Previous supervisory/management experience is required in the administration of supplier quality processes, setting personnel workloads, monitoring technical type personnel performance, and providing evaluations
- Must have experience in manufacturing methods and inspection/examination/testing techniques, review and implementation of technical documents, including codes and standards
- Minimum of 8,000 hours of previous in-shop quality surveillance or related experience with equipment or materials common to the Bechtel marketplace is required
- Must be able to travel and hold current valid driver license and passport
