JOB SUMMARY:

This job requisition is for the early identification of interested candidates to support Bechtel large scale Infrastructure projects across the globe. Initial planning for these positions will likely result in assignment locations in London, UK or Reston, Virginia. However, there is flexibility in assignment locations depending on home office requirements. 

 

Prepares general and/or discipline estimates for capital cost supporting Heavy Civil Infrastructure projects. Develops basic conceptual estimates. Takes a lead role in estimate reviews and presentations.  Provides and supports data and cost analysis. Uses, develops and maintenance of estimating databases. Executes simultaneous tasks within broadly defined parameters. 

 

ESSENTIAL JOB DUTIES:

The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

  • Drafts estimate plans for small-scale projects (inclusive of estimate budget) through evaluation of scope, contract, desired estimate type/quality and time/resources available.
  • Conducts capital cost estimates. Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with others. 
  • Contributes or prepares estimate basis and assumption documentation.
  • Supports and/or conducts complex/ basic conceptual/order of magnitude (OOM) estimates. 
  • Develops conceptual quantities to supplement partial Lump Sum and Design Build design documents when definition is not available. 
  • Assesses and integrates commercial terms and conditions into estimates under supervision.
  • Ensures correct application of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets.
  • Prepares cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area. 
  • Guides others in area of expertise. 
  • Reviews software generated estimates for completion and technical accuracy ensuing quality and integrity and that applicable lessons learned are incorporated.
  • Participates in establishing pricing structures to be applied to quantities for estimates. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence.
  • Identifies risk items and assigns risk levels to portions of the project work; identifies measures to mitigate risk.
  • Evaluates productivity and develops probable construction cost based on crew craft productivity.
  • Performs and reviews escalation calculations for estimates of complex jobs.
  • Takes a lead role in estimate reviews and presentations. Interfaces with designated management personnel on specific sections of estimate presentations. 
  • Prepares cost trend estimates in support of project cost trend programs.
  • Provides support for special estimating and other assignments, including post-Proposal support converting the estimate to a budget (budgeting, revenue loading, data entry and collection, etc.)

 

JOB KNOWLEDGE:

  • Demonstrated intermediate-to-advanced understanding of Estimating core processes requiring minimal direction and supervision.
  • Advanced knowledge of EPC estimating methods, processes, and procedures.
  • Understands estimate types, classifications, and components. Specifically understands detail level estimates and design packages. Experience with Lump Sum Design Build and/or OOM estimates. 
  • Experience in Heavy Civil estimating. Ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations by craft.
  • Significant knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis and life cycle cost analysis. 
  • Skilled in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Knowledge of administrative and supervisor practices.
  • Advanced understanding of craft productivity, current market pricing in related areas and knowledge of construction practices in local work region.
  • Advanced knowledge of construction methods and techniques in area of specialization and have a general understanding of other disciplines. 
  • Familiar with engineering and construction codes and standards.
  • Experience working with multiple estimating disciplines and a matrix organization including Construction, Engineering, Project Controls, Procurement, Contracts and Commissioning to collect all necessary data on scope and quantities to prepare accurate estimates
  • Demonstrated ability to readily analyze estimate data and correlate to other projects and to conceptualize the total project scope.
  • Knowledge of financial report systems, cost account codes and understanding of cost control instructions that impact estimates.
  • Knowledge of the principles of Life-Cycle costing, cost in use, and operating costs and ability to undertake a Net Present Value (NPV) analysis.
  • Thorough understanding of cost index and escalation projection sources.
  • Understands and contributes to risk and contingency assessments.
  • Proficient in Office 365 applications (Sharepoint, Word, Excel, Power BI, Access, PowerPoint). 
  • Understanding of scheduling software applications (Primavera, Microsoft Project).
  • Experience with HCSS HeavyBid or similar computerized estimating systems geared toward heavy construction estimating
  • Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.

 

Basic Qualifications

  • Bachelor’s Degree in engineering, construction management, business management or related field OR 10 years of experience in lieu of degree.
  • A minimum of 5+ years of experience in the construction industry.
  • A minimum of 2+ years of experience in Estimating.
  • The right to work and remain in the United Kingdom without sponsorship.
