Project Overview:
International Bechtel Company Ltd is providing engineering and project management support to our customer for the development of a next-generation city on the Mediterranean coast. The Project will cover the development of residential, commercial, and recreational spaces, tourism amenities, and economic zones.
Job Summary:
As an integral leader and member of the project team, the Project Human Resources (HR) Manager will bring expertise to the integrated project team, fostering an environment of collaboration, innovation, diversity and inclusion. the HR Manager will direct HR services, providing technical assistance and expertise in the development and implementation of Human Resource plans and programs designed to meet our project and wider business objectives. With our matrix organization, additional reporting to the corporate offices in Reston, VA and the global business unit offices in London, England require both written and spoken fluency in both Arabic and English languages for this role.
This position is contingent upon project award and customer approvals.
Major Responsibilities:
- Oversee a team of HR Professionals in support of the project.
- Understands project contract requirements and collaborates with project management, community organizations, and client personnel in support of the contract and successful execution of the project.
- Utilizes strong knowledge of the immigration requirements and government relations of the project including any required strategies and processes with global Egyptian and other government embassies to ensure compliance with country requirements. Oversee the tracking and monitoring of project employees and their specific visa types. Works with the central Human Resources team to assure compliance for all project personnel and any visitors.
- Maintains excellent relationships with clients, subcontractors, and any appropriate authorities to resolve any problems concerning Bechtel, the project, and employees. Works to mitigate any risk and to ensure positive outcomes of any issues both internal and external to the project.
- Ensures Project Management is updated on any revisions to government rules, labor laws, or other legislative changes that may affect the project.
- Defines and recommends organizational objectives, specific short-term and long-range plans; monitors progress to ensure work objectives are attained and schedules are met.
- Provides advice and counsel to line management and to employees regarding the interpretation and intent of Bechtel human resources policies and practices.
- Supports Bechtel's business strategy by working with GBU Business Partners and People Operations to determine and implement initiatives and new processes as required or recommended for the project.
- Partners with project leaders and team members to help formulate and guide cultural, diversity and inclusion efforts.
- Works with Data & Analytics to provide metrics and reports to support the project.
- Project requirements may change, and performance of other duties as assigned is required.
Education and Experience Requirements:
- Bachelor’s Degree or Post graduate Diploma in Human Resources Management, Business, Psychology or related discipline with 15 years of relevant experience or 19 years of relevant experience.
Required Knowledge and Skills:
- Ability to work and remain in Egypt without company sponsorship
- Fluency, both written and oral, in both Arabic and English languages
- Strong knowledge of Egypt legal and employment legislation affecting all aspects of a project
- Significant experience leading teams and supporting a large employee group
