Project Description

Multi-year UK nuclear infrastructure programme for which Bechtel will provide PMO (including Project, Engineering, Commercial and Construction Management) services. This programme involves a multi—billion investment in nuclear and non-nuclear facilities.

The Environmental Manager will have a direct reporting line to the ES&H Manager and matrix reporting lines to the GBU Env Services Manager

Role Overview

  • Responsible for development and implementation of the Environmental Management Plan (EMP), Sustainability Plan and other required environmental compliance plans and documents.
  • Provides technical oversight of the project’s environmental compliance activities through identification and integration of applicable environmental requirements into project designs, tender specifications, construction plans and schedules and all other field execution activities. 
  • Provides supervision to Environmental Consents Lead and is accountable for management of environmental consents and permits.
  • Advocates for Sustainability across the programme.
  • Monitors designers’ progress in BREEAM assessment for each design package. Advises Engineering Management on risks and mitigations necessary to secure BREEAM Excellent rating.
  • Provides assistance to project and construction management in identifying and complying with project environmental requirements and in addressing environmental issues as they arise during project execution.
  • Works directly with other programme and project functional leads (e.g., engineering, procurement/contracts, construction, etc) to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities. 
  • Coordinates with GBU Environmental Services Manager regarding significant project environmental issues and environmental services (ES) support needs.
  • Responsible for managing project-assigned environmental personnel or consultants in the office and/or field. 
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of environmental requirements that may affect project design, schedule, and cost.
  • Responsible for developing and delivering environmental awareness training and other specialist environmental training
  • Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, and the project’s EMP.
  • Implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff.
  • Reviews Emergency response plans for environmental incidents and observes regular drills and exercises.
  • Coordinates with occupational health specialists in industrial hygiene / occupational health management.
  • Deputises for the ES&H Manager

 

Basic Qualifications:

  • Degree-level qualification in Environmental Management or related technical discipline.
  • Professional member (or Working towards professional membership) of IEMA or equivalent

Minimum Qualifications

  • The position is open to United Kingdom (UK) Nationals only.  UK/US dual citizens may be considered. 
  • This position is also subject to a successful interview and agreement upon terms and conditions of employment.  Candidate must be able to obtain an SC security clearance.
  • Familiar with BREEAM assessment methodology.
  • Experience in Environmental compliance inspection/assessment during construction
  • Knowledge of Environmental management systems, principles, terminology and methodologies
  • Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
  • Demonstrated knowledge of UK Environmental laws/regulations and Best Available Techniques for minimizing potential Environmental impacts during project execution 
  • Experience of delivering Environmental training programs to a construction audience
  • Experience and demonstrated skill in identifying trends, investigating solutions and determining corrective actions.
  • Skill in the preparation and presentation of oral and written reports and training.
  • Experience of incident investigations and communicating lessons learned.
  • Experience of liaising with UK environmental regulators.

Preferred Qualifications

  • Knowledge of Bechtel’s ES&H policies and procedures
  • Experience on UK nuclear and/or defence projects
  • Understanding of the UK Nuclear Site Licence conditions
  • Experience in environmental monitoring and compliance inspection during construction.
  • Knowledge of marine work, hazardous materials and waste management, erosion and sediment control methods
  • Experience in MOD Sustainability and Environmental Appraisal Tools and Defence Related Environmental Assessment Method.
