We are seeking a East Region Business Development/Customer Relationship Manager for a Tele-Communications role. There is a potential for telework with business trips as needed.


Position Summary:

  • Assists “on-project” Business Development type activities including defining customer requirements and expectations, determining schedule dependencies and milestones, developing execution or implementation plans, and providing input to enhance performance consistent with the prime contract.
  • Responsible for leading teams comprised of Bechtel Functional, operations and project team members as well as specialty consultants, contractors and customers.
  • Responsible for overseeing and, when required, leading staff selection and hiring – including development of job descriptions, performance of interviews and management of transparent and fair selection process. Demonstrates commitment to diversity and inclusion.
  • Manages the development of program plans and deliverables, organizational models and structures, and schedules.
  • May have execution responsibility for specific initiative and / or projects, ensuring that all customer requirements and expectations are met or exceeded.

  • Establish and develop key prospective customer relationships in the wireless and fiber industries within the region. Identify key buying factors for prospective customers and develop solution-oriented execution strategies to support them.
  • Maintain and foster key existing customer relationships in the wireless and fiber industries within the region.
  • Build relationships with local suppliers to facilitate program execution.
  • Evaluate market competitors, develop understanding of common execution practices and market trends. Provide industry thought leadership as it relates to execution practices.
  • Identify addressable market share and opportunities within wireless and fiber industries for project development and execution.
  • Identify and evaluate qualified and capable talent pool of experienced personnel to support project execution.
  • Provides overall leadership of Bechtel teams by ensuring project completion in a safe manner, within budget, on schedule. Determines and defines project requirements, objectives and customer expectations, and clearly communicates this information to project teams.
  • Oversees the planning and execution of the work with organizations such as Engineering, Procurement, Construction, Project Controls, and other services to achieve an assignment of work scope which will result in an integrated and collaborative project team approach.
  • Assures that appropriate customer contact, including major correspondence and working relationships between the customer and Bechtel, is maintained throughout the duration of the projects. Monitors and controls all contractual commitments to assure that work is being performed in accordance with the specifications and terms of the contracts.
  • Directs the planning and development of project execution plans, scope definition, project procedures, budgets, project schedules and ensures acceptance by the customer and Bechtel project teams.
  • Oversees the review and performance of Site Acquisition / Site Development activities, including zoning, leasing and permitting forecasts, schedules, and financial reports and may review commitments that exceed assigned budgets and forecasts. Periodically reviews progress meetings as well as change order controls to assure that all changes are being handled appropriately.
  • Oversees the review and approval of project controls plans including trend programs, project cost estimates, forecasts, schedules, and financial reports and may review commitments that exceed assigned budgets.   • Oversees the administration of prime contracts to ensure that the terms and conditions stated therein are fulfilled and Bechtel’s profitability objectives are achieved.
  • Maintains a Continuous Improvement (CI) / Lessons Learned (LL) program to drive performance improvements and awareness of risks and mitigations efforts.
  • Conducts periodic project and customer meetings to review progress and discuss project issues. Ensures problems involving coordination, schedule, and the setting of priorities are resolved by the project teams.
  • Directs the preparation of progress and special reports to customers and Bechtel management.
  • Conducts training of new project managers through formal training courses and on-the-job training when called on to do so by business line management.


In addition to these Essential Job Responsibilities, the role may entail:

  • Identifying potential risks and issues, and recommending technical solutions to mitigate these risks
  • Supporting the development of Market execution plans, including the sequencing of the works
  • Monitoring and communicating progress against milestones, taking proactive remedial actions where necessary
  • Managing and supporting the organizational interactions with other Customer teams, including Construction, Design and Engineering, Operations, as well as equipment manufacturers and suppliers



Job Dimensions:

A.   Supervision Received:

  • Reports to and receives technical and operational guidance from the Bechtel Program Manager and the Americas Region Operations Manager.

B.   Supervision Exercised:

  • Communicates with and provides direction to other senior members of the program team as well as other key project staff.

C.   Contacts:

  •  “On Project”: In addition to members of the Bechtel program team, communicates daily with various members of the customer organization, spanning from key executives to more junior staff.
  • “Off Project”: Maintains management level relationships with Bechtel Functions, Business Development and other GBU staff.


Qualifications and Skills:

Basic Qualifications: 

  • Minimum of 15 years’ experience in the Tele-communications industry
  • Minimum of 10 years’ experience in a supervisor or manager role with telecoms customer interaction
  • Experience in business development strategy and presentations
  • Experience leading or managing scope pertaining to geographically distributed projects, preferably Telecommunications
  • Requires a broad knowledge of administrative practices and skill in negotiation
  • Thorough knowledge of site acquisition / site development, wireless and wireline infrastructure construction, design and engineering (including Radio Frequency [RF] and Outside Plant / Fiber networks), procurement, commissioning and integration, transport (“telco links”) and other project-related activities, including their interfaces and interdependencies
  • Demonstrated committed to and practice of Continuous Improvement (CI) and Lessons Learned (LL) processes
  • Understands and practices Bechtel’s leadership principles. Ability to be people sensitive, to promote an open and informal communications environment, to develop mutual trust and teamwork and to facilitate employee self-development
  • Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion

  • Ability to recognize people for their accomplishments and ensure that customers and the Bechtel organization are made aware of these accomplishments
  • Proficient knowledge of project engineering processes and procedures
  • Demonstrated experience in developing schedules and budgets for engineering related activities
  • Willingness and ability to travel to and remain at offices or jobsites across the United States
