Project Overview:

Bechtel’s Manufacturing and Technology (M&T) is an exciting and growing business unit that serves customers in the semiconductor, electric vehicle, and datacenter markets. Job Summary:

In this role, you will lead a team and manage project cost and financial reporting, analysis, and control activities. You will identify cost trends for management attention, support project organizational and administrative activities, and ensure work is completed as scheduled. Your data analysis will provide innovative solutions to cost engineering challenges, and your leadership will be essential to project success. This position will be based at the job site. #LI-MJ1

 

Major Responsibilities:

  • Manages the cost estimating, analysis, and control activities for the entirety of a project which require a high degree of technical skilled experience 
  • Identifies cost trends for management attention 
  • Examines data to provide innovative solutions to cost engineering challenges 
  • Ensures work is completed as scheduled 
  • Provides comments and recommendations for cost engineering requirements relative to staffing and project controls.
  • Reviews proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations.
  • Maintains cost data files. Interfaces with designated Bechtel management and customer counterparts for specific cost presentations.
  • Prepares and examines comparisons of scope, quantities, and cost data between the projects. Performs productivity analysis of Construction operations and verifies results. 
  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk. 
  • Prepares or reviews distributable and/or contractors’ indirect cost estimates, developing basis for temporary facilities, miscellaneous construction services, construction tools and equipment, nonmanual manpower, startup services, payroll taxes and insurance, and other field office costs.
  • Plans, organizes, and supervises project cost budgets and cashflow projection. Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
  • Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Supervises investigating requirements for cost control data for specific discipline or other specialty applications. Identifies needs for cost analysis support for the project, and recommends development or modification of cost engineering data standards.
  • Develops unit job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience.
  • Creates and implements measurement systems for given processes, examines performance metric results, and identifies improvements. Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues. 

 

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) in Business, Engineering or Construction Management and 13-15 years of relevant experience, or 17-19 years of relevant work experience in lieu of a degree

 

Required Knowledge and Skills:

  • Experience and demonstrated skill in directing cost engineering functions, including cost reporting, cost control, and cost analysis, in the field and the home office.
  • Prior cost engineering experience in a General Contractor commercial model is preferred.
  • Prior data center construction/project controls experience is preferred.
  • Strong verbal and written communication skills to convey technical information clearly.
  • Ability to identify issues and develop effective solutions under pressure.
  • Knowledge of Bechtel's code of accounts, financial reporting systems and controller account codes, and understanding of Controller instructions, which impacts Project Controls.
  • Advanced knowledge of Bechtel's cost management system, Ecosys.
  • Experience leading teams and fostering collaboration among diverse groups.
