Position - Contracts Manager

Location- Vadodara/New Delhi

Located at the Bechtel India office, Lead team(s) to manage and perform all activities associated formation, tendering, award and administration of engineering, design/build and construction subcontracts packages for the assigned project. Activities will include initial project set-up, through to defining and developing a team, to establishing coordinated procedures and controls, and to management of team(s) with accountability for work product to project milestones, quality and safety standards. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success.


A. Supervision Received

  • Reports to and receives operational direction from Project Manager
  • At jobsite locations, reports to and receives direction from Site Manager.
  • Receives functional guidance from Manager of Procurement and Contracts, India Office

B. Supervision Exercised

  • Provides supervision to assigned Contracts personnel.

C. Contacts

  • Maintains working relationships with the Project Management Team (PMT) and customer personnel to ensure Contracts actions are consistent with customer/project goals
  • Maintains working relationships with members of project team and ensures that they are correctly informed regarding Contracts award and execution status.
  • Maintains contact with other Services (e.g. Legal, Finance etc.) as needed to ensure securing their advice and guidance in their areas of expertise, within the area of Contracts’ scope of responsibility
  • Maintains contacts relationship with applicable Business Unit Supply Chain Functional Management. 
  • Maintains relationships with strategic subcontractors  


  1. Engage as part of the project management senior team and/or with the Customer to develop and align strategy for the safe and successful execution of project
  2. Prepares, coordinates and contracts inputs for proposals
  3. Define and developing the scope of Contract Work, contract assignment schedules and division of responsibility matrix (DOR), preparing procedures, schedules, forecasts, budget and monitors them.
  4. Coordinates Contracts inputs to the preparation and/or modification of the project’s prime contract. Prepares and/or directs preparation of general, special, and pricing conditions of the master Contract pro-forma documents
  5. Assures that project contracting strategy is consistent with Bechtel Directives, Management Instructions, and Contracts Procedures.
  6. Leads and performs the development, issuance and administration of contracts and services agreements for the complete life cycle
  7. Directs negotiations and supports in resolution of commercial conditions of contract
  8. Prepares Contracts workhour requests with the assistance of functional personnel. Monitors project contracts workhour expenditures to ensure operations are within approved budgets. Evaluates changes, prepares appropriate revisions to the workhour budget and secures required approvals.
  9. Develops, coordinates and make contracts presentation to project and/or customer personnel
  10. Coordinates Contracts execution plan with Engineering and Construction plans and start/up commissioning and operations
  11. Reviews commitment approvals and execution signature authorities and ensures commitments are made in accordance with organization’s policies and procedures.
  12. Monitors and evaluates project contracting status and ensure timely publishing of metrics to project and customer as applicable
  13. Analyzes and highlights areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Project Management Team on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.
  14. Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.
  15. Responsible for working with the other Project Team members to ensure that owner’s actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution.
  16. Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate.
  17. Indoctrinates newly assigned Contracts personnel to the requirements and procedures of the corporate, global business unit, project, and client.  Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
  18. Monitors and evaluates performance of team members. Evaluates, advises and acts to assure the availability of and the participation of team members in development techniques to support career enrichment and growth
  19. Provides recommendations for annual salary plans to responsible functional manager
  20. Plans and directs the orderly close out of contracts operations, including de-staffing, settlement of claims and back-charges and resolving punch list items assigned to contracts.
  21. Team management, guidance and development to effectively resolve change events, claims and disputes fairly including coordination with Legal as may be required
  22. Provide inputs for trends, claims within the contracts scope of activities.

In addition to above responsibilities, as applicable, shall be responsible for following, when in Project Management Consultant (PMC) role:

  1. Prepares PMC’s work procedures for monitoring of EPC Contractor’s activities
  2. Reviews EPC contractor execution plan and provides recommendations
  3. Analyzes and recommends to owner EPC’s contractor’s requests for new contractor qualification and approval
  4. Carries out periodic audits in EPC Contractor’s work to ensure adherence to laid down procedures
  5. Monitors and ensure that EPC contractor fulfill its obligations in accordance with signed contract
  6. Raises early flag to Customer about EPC contractor performance issues, if any.
  7. Supports Customer in reviewing/approving EPC contractor’s progress certification, change order management and claims settlement




Proficient and experienced in commercial and contracts management in both EPC and/or PMC roles for the complete life cycle of a project.

Working knowledge of Engineering, Construction and Quality Procedures

Experienced in project planning and operations including both office and jobsite locations

Experienced in the management or supervision of personnel including defining tasks, making work assignments and evaluating performance

Hands in experience in handling both Domestic and International projects in leadership position.


A Bachelor’s degree in Business, Quantity Surveying, Law or Engineering from a reputed University with 15+ years of Commercial or Contracts Management experience in engineering, design/build and construction contracts in Energy Sector (Petrochemical, Oil and Gas). Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation of change orders, effective correspondence, planning and scheduling and eexperience in both EPC execution and PMC will be an added advantage.
