Project Overview

The client is the newest member of the fibre network systems with an ambitious rollout of Fibre to the Home across England, Scotland, Wales and Northern Ireland. As the client’s geographic footprint grows, the need to scale the execution model will increase and will become more urgent. To that end, standardization of approach and process – whether recruiting and retaining talent or resolving design constructability issues - will be critical, including the coordination and communication amongst the various teams.

Role Overview


Reporting to the Area Build Manager, primary responsibility is the delivery of the full fibre network deployment within a city boundary covering both the civil construction and fibre elements of the build. In addition to this primary responsibility, the role entails:

  • Supports Clients Core Objective 2 for scaling and delivery and achieving the required production outputs across an area
  • Supervision of construction operations of multiple contractors, subcontractors, suppliers, client and their representatives and any others as may be assigned within area of responsibility.
  • Delivery of works on time and in accordance with established programmes, method statements and risk assessments.
  • Ensures implementation of a compliant Environmental, Health & Safety program for the overall project, including Contractor’s activities. Ensures construction is undertaken in accordance with CDM and NRSWA regulations, H&S laws and regulations.
  • Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations. Leads by example in maintaining a high level of environment, health and safety compliance
  • Monitors construction operations, ensuring adherence to engineering designs, specifications, quality standards and accepted programmes
  • Monitoring, reporting and escalating project risks to supervisors with appropriate mitigation measures and recovery plans
  • May allocate tasks and delegate responsibility to project team members, ensuring effective personnel utilisation
  • Prepares reports and forecasts, as required, and keeps supervisors informed on progress of overall assigned activities
  • Monitors and tracks progress within assigned area of responsibility
  • Monitors construction schedules, manning charts, material and equipment requirements
  • Coordinates with supervisors to ensure construction operations coincide with the overall established schedules and manages interfaces between contractors
  • Coordinates with Planning / Design on constructability and design issues
  • Supports in the coordination of all jobsite contractual activities by ensuring required permits, licenses are in place prior to the start of work at site
  • Sets targets to improve productivity and efficiency across the project including KPIs for utility damage, complaints, audit performance, and noticing compliance
  • Actively engages Stakeholders to maintain healthy relationship to support the build, including local authorities and highways teams
  • Supports full project close out and handover activities, documenting completion and as built information as required  


Basic Qualifications

  • A recognised degree in an engineering or scientific discipline coupled with work experience lead to an understanding of the technical knowledge described above, OR Specialised courses in construction management, AND/OR prior work experience leading to a understanding of the knowledge described above.
  • Demonstrated experience in delivering within the construction industry
  • Knowledge of a single or multi-discipline construction or engineering operations relating to field activities. (telecom and fibre networks preferred)
  • Poses a driving license
  • Excellent oral communication and interpersonal skills, open-minded with an problem solving and proactive approach to managing work
  • Knowledge in managing contractors under ICC or NEC3 ECC forms of contract (preferred)
  • Experience of working in active urban environments and in large linear projects (preferred).
  • Computer literate in word processing, spreadsheet and database applications in accordance
  • Construction Skills Certification Scheme (CSCS) (preferred)
  • Site Management Safety Training Scheme (SMSTS/SSSTS) (preferred)
