Chief Planner, NS&E

The Chief Planner will report to the NS&E Project Controls Operations Manager and provide direction and leadership for scheduled activities for the NS&E global business unit in a central function role. The successful candidate will have demonstrated their skill in identifying, analyzing, and providing innovative solutions to planning and scheduling challenges during the execution of NS&E projects.

 

This position provides direction and leadership for project-based planning, scheduling, and re-baselining activities that require a high degree of technical skill and experience. This position will also support and promote improvement measures and the implementation of recommendations for the NS&E global business unit.

 

While this position will be based to an NS&E office and provide for part-time teleworking, extensive travel to provide direct project support and oversight will include business travel up to 70-80% of the time.

 

Job Responsibilities:

  • Serves as a planning and scheduling subject matter expert within the NS&E global business unit.
  • Interprets and executes policy, objectives, and standards applicable to planning and scheduling activities.
  • Directs all schedule development and maintenance monitoring activities. Develops, interprets, and executes policy objectives and standards applicable to schedule maintenance and the monitoring of development functions.
  • Performs or directs functional audits of projects to ensure the technical adequacy of planning and scheduling activities.
  • Maintains liaison within the global business unit to coordinate workload and staffing plans, work processes, and procedures.
  • Prepares, coordinates, and directs the planning and scheduling presentations to Bechtel and client management, as required.
  • Participates in the development and training of personnel and in the implementation of on-the-job and classroom training programs.
  • Conducts personnel career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
  • Prepares and coordinates the development of staffing and operating plans for planning and scheduling activities.
  • Reviews contract drafts for adequacy of scheduling requirements, and coordinates the development of all information in support of negotiations.
  • Supports proposal activities as required.
  • Directs schedule analysis/study and problem-solving activities. Develops and interprets guidelines applicable to the analysis function.
  • Directs schedule reporting activities and provides assistance and guidance for the display or presentation of schedule information.

 

Job Knowledge:

  • Experience and demonstrated skill in directing planning and scheduling functions, including schedule development, control, and analysis.
  • Experience and demonstrated skill in establishing criteria for project planning and scheduling activities.
  • Skilled in providing direction, personnel administration, and training of technical personnel.
  • Skilled in oral and written communication, with a demonstrated ability to present planning and scheduling information to management and clients.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Proficiency in using PC operating systems and several basic software Microsoft Office applications such as Excel, Word and PowerPoint. 
  • Proficiency in using planning and scheduling applications (Primavera P6, Milestones, etc.) currently in use by Bechtel.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of current industry and technical developments.
  • Statistical knowledge of regression analysis of variance estimation and correlation, with an advanced understanding of how to apply real-world applications of statistical theory.

 

Basic Qualifications:

  • Bachelor’s (BS/BA) degree from an accredited university and 15+ years of professional experience, or in lieu of a degree, high school diploma or equivalent and 21+ years of professional experience. 
  • Must be able to complete and pass a pre-employment physical, drug screen, and background check which includes verification of employment and education.
  • Must be a U.S. Citizen per contract requirements for U.S. Government projects which will be supported.

 

Minimum Requirements:

  • Thorough knowledge of and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office.
  • Experience in developing budgets and forecasts for proposals and project operations.
  • Skilled in developing and implementing cost control systems, techniques, and procedures.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience. 
  • Knowledgeable about current industry and technical developments.
  • Skilled in oral and written communication, with demonstrated skill in presenting planning and scheduling information to management and clients.
  • Flexibility to respond to urgent requests and changing priorities.
  • Demonstrated ability to work with people of diverse backgrounds and objectives.
  • Demonstrated skill in identifying and analyzing issues and recommending corrective actions.
  • Demonstrated skill in management, supervisory, and personnel administration functions.

 

Preferred requirements:

  • Previous government-based Earned Value Management System experience on Bechtel Engineering, Procurement and Construction (EPC) projects.
  • Project Controls implementation and site leadership experience on complex Bechtel projects.
  • Demonstrated skill in formulating and presenting new concepts for GBU and corporate policy.
