Bechtel Infrastructure, a global leader in project management, engineering, procurement and construction are currently seeking international and local applicants for a Regional Estimating Manager for the Asia Pacific Region. Applicants should have regional experience with estimating Aviation, Light Rail, Heavy Rail, High Speed Rail and Subway projects.

 

Position Description: 

The Regional Estimating Manager is a key contributor to the success of regional operations, particularly through assisting with the oversight and management of project assigned estimating teams. The Regional Estimating Manager is instrumental in monitoring process and procedure compliance with respect to estimate planning, estimate preparation and estimate validation by various project assigned teams.   The ideal candidate should be a proactive self-starter with a proven ability to work independently and efficiently, while also engaging closely with clients, design consultants and contractors when required. On occasion the Regional Estimating Manager will support Proposal teams with developing Proposal Estimates and estimating execution plans for a prospect.  A Regional Estimating Manager will have demonstrated skill in high level and detailed review, analysis and validation of various Classes of estimates described by AACE Recommended Practices 56R-08 and 18R-97.

 

Location: Sydney or Brisbane. The successful candidate will need to be mobile as frequent business trips throughout Asia Pacific are required.

 

Job Responsibilities:

 

 

  • Responsible for the quality and integrity of estimates produced by the team.  Audits to ensure the quality of estimating functions.  Reviews estimate basis and assumptions for completeness and reasonableness.  Ensures that lessons learned are incorporated into estimates.
  • Applies knowledge of airport, various rail and building projects and reviews cost consultant estimates to ensure quality and integrity.
  • Reviews and approves estimate plans inclusive of readily correlating to other projects and Bechtel standards. 
  • Responsible for evaluating project execution plan and risks associated with scope requirements.  Recommends level of contingency and risk required for management decision.  Participates in development of proposal and project execution plans.
  • Leads or directs discussions in management reviews.  Presents proposal and engineer’s estimates to senior management and clients.
  • Keeps stakeholders fully informed of progress to ensure buy-in of the developing estimate for final bid.
  • Ensures development of tools and databases to support pricing of estimates.  Ensures use of latest tools and techniques by expert estimating professionals.  Provides leadership and guidance in developing parametric methods and techniques, estimating automated systems and databases.
  • Performs on site project reviews, as needed.
  • Along with the project teams identifies ways to mitigate project risk.  Assesses the uncertainties associated with productivity, material pricing, wage rates, and quantity variation. 
  • May review contract drafts for adequacy of cost and scope definition, and coordinates development of all data in support of negotiations.
  • May be required to participate in personnel performance reviews and career counseling. May be required to interview candidates for employment and make recommendations for employment decisions.
  • Interprets and executes policy, objectives, and standards applicable to cost estimating and cost analysis activities.
  • Supports proposal activities as required.
  • Performs or directs functional audits of project activities to ensure technical adequacy of project cost estimating activities as required.
  • Maintains liaison within a global business unit to coordinate work processes and procedures.
  • Develops and supports improvement measure institutionalization for the global business unit.
  • Serves as a subject matter expert within the global business unit.
  • Manages overhead budgets.  Provides input to operating plans, department budgets, forecast and other financial reports.
  • Manages high-level strategies with senior management, and joint venture partners, as applicable.  Clearly communicates the implications of solutions and changes to reach workable solutions. 
  • Maintains liaison with other global/regional business units to coordinate workload and staffing plans.  Works closely with Manager of Estimating in planning workload and resource allocation.

 

Job Qualification:

  • Bachelor’s degree in Engineering, Construction Management, or related field and 20 years of relevant industry experience.  In lieu of degree, 25 years of progressively responsible work experience in project controls with emphasis on cost and project estimating.  
  • Experience with development and construction of major Aviation, rail and building projects. Specific experience in the Asia Pacific market would be an advantage.
  • Knowledge of competition, targeted markets, current industry and technical developments.
  • Experience and demonstrated skill in directing cost estimating and cost analysis of heavy civil, Aviation, rail and building projects.
  • Expert knowledge of Estimating and cost management work processes and systems.
  • Skilled in providing direction, personnel administration, and training of technical and nontechnical personnel.
  • Demonstrated skill in identifying, analyzing, and solving problems.
