Project Overview:

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. Both scopes are substantial with multi-million job-hours estimated across both scopes.

 

Position Summary:

Plans, manages, and coordinates project Procurement activities on a major project of exceptional scope.  Assignment will generally include coordination of worldwide global business unit and regional office support for all procurement functions, including jobsite procurement operations.

 

Job Dimensions:

  • Reports to and receives operational direction from the Project Manager.
  • Receives functional guidance from the global business unit Manager of Procurement.

B. Supervision Exercised

  • Provides operational direction to the functional procurement personnel assigned to the project

C. Contacts

  • Maintains working relationships with members of the project team and ensures they are correctly informed regarding Procurement activities and status of materials and equipment.
  • Maintains contact with other Services (e.g., Legal, Finance, etc.) as needed to ensure securing their advice and guidance in their areas of expertise, within the areas of Procurement’s scope of responsibility.
  • Maintains working relationships with applicable client personnel to ensure Procurement actions are consistent with client goals.
  • Maintains contacts with Procurement support offices to ensure they are properly instructed regarding project requirements, and to monitor and guide their procurement activities.

 

Essential Job Duties:

  • Manages project Procurement functional personnel in all operations for the project.
  • Participates with the project team in defining and developing the scope of Procurement work, and in preparing and coordinating Procurement plans, procedures, schedules, estimates, forecasts and budgets.
  • Contributes Procurement input to the preparation and/or modifications of the project’s prime contract.  Prepares and/or directs preparation of general and special conditions for use on all project contract and purchase documents, ensuring that requirements of the prime contract are incorporated.
  • Prepares Procurement work hour budgets with the assistance of functional personnel.  Monitors project Procurement workhour expenditures, including field and support offices, to ensure operations are within approved budgets.  Evaluates changes, prepares appropriate revisions to the workhour budget, and secures required approvals.
  • When assigned by the global business unit Manager of Procurement, prepares, coordinates, and submits Procurement input to business development proposals, soliciting input from global business unit Procurement Manager for operations.
  • Develops, coordinates, and makes Procurement presentations to project and/or client personnel.
  • Requests and prepares any necessary delegations of Procurement authority for Procurement commitments.
  • Determines and secures necessary approvals and monitors project Procurement staffing plans.  Coordinates personnel assignments with global business unit functional managers.  Ensures assigned personnel receive annual performance reviews, orientation and training, particularly in project-unique requirements.
  • Prepares or directs preparation of the project Procurement procedures in conjunction with global business unit functional management; contributes to the project procedures; monitors the Procurement team’s implementation of the project procedures; revises procedures and secures approvals as necessary.
  • Drives the development of the project execution plan, material assignment schedule and division of responsibility to define project, field and support office roles and responsibilities.
  • Coordinates Procurement plans with Engineering and Construction plans and Operations to ensure that input from these functional groups will enable Procurement to perform its operations in accordance with project plans.
  • Reviews commitment recommendations in accordance with Procurement policies and procedures, approving those within delegated authority.  Ensures recommendations receive required global business unit reviews and approvals.
  • Monitors and evaluates performance of assigned project Procurement personnel.  Reviews evaluations with global business unit functional managers and the global business unit Manager of Procurement.  Following concurrence and signature of the reviewer, conducts annual performance reviews with assigned personnel.
  • Collaborates with responsible Procurement managers on personnel development planning for assigned personnel.  Evaluates, advises, and acts to assure the availability of and the participation in development techniques, such as training and rotation to work assignments in other functions of Procurement.
  • Contributes recommendations on annual salary plans to responsible global business unit functional managers and to the global business unit Manager of Procurement.
  • Issues project Procurement status reports to Project and global business unit management.
  • Plans and directs the orderly closeout of Procurement operations, including destaffing, settlement of claims and back-charges, and resolves punch list items assigned to Procurement.
  • Prepares, assembles, and issues a Procurement historical report for inclusion into the project historical report.
  • Prepares and edits presentations describing Procurement methods, trends of lead times, prices, or other relevant information within Procurement’s scope of activities.  Subject to required approvals, makes presentations to units of Bechtel, clients, supplier organizations, or trade associations.

 

Job Knowledge:

  • Skilled in project planning and operations, including both office and jobsite locations.
  • Good working knowledge of Engineering, Construction, and Quality procedures.
  • Knowledge or experience of the techniques Bechtel uses for assigning and receiving procurement work assignments between established offices in different countries, such as control office, temporary and support office concepts and communications procedures.
  • Experience in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
  • Knowledge Bechtel policies and management instructions. 
  • Knowledge of Procurement procedures and guidelines, and how they apply to the work.
  • Specialized training in business administration, law, accounting, and/or other related courses.
  • Extensive experience in managing Procurement or materials operations for large and complex projects.
  • Experience managing a project with global Procurement content.
  • Proficient in Project Procurement management, experienced in Field Procurement, and a good working knowledge of other procurement functions.
