Project Overview:

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices. Both scopes are substantial with multi-million job-hours estimated across both scopes.

Job Summary:

Candidate is responsible for assigned activities within the Mechanical engineering discipline on the project.  Applies broad and diversified knowledge of engineering principles and practices.  Makes decisions independently concerning problems within the discipline. Represents the discipline on the project with Contractors and Owner to resolve technical questions and as required to coordinate work.

Major Responsibilities:

  • Oversees and monitors Contractors’ engineering progress for HVAC design and equipment.
  • Reviews the design scope and deliverables of specific discipline to ensure Contractors perform all work to agreed standards for safety, health, and environment.
  • Develops Engineering Procedures, design guides, specifications, instructions, philosophies, and design criteria.
  • Works with other lead discipline engineers to ensure that all interfaces between disciplines are clearly defined and recorded.
  • Coordinates with other leaders to ensure that multi-discipline interfaces are properly addressed with resolution of technical issues and conflicting design requirements in a timely manner.
  • Provides technical oversight for HVAC scope by conducting review of the following deliverables, design reviews and tasks: HVAC design criteria/basis, air flow diagrams for duct systems, HVAC load calculations, humidification load calculations, ventilation requirements, building envelope leakage, HVAC equipment sizing, duct sizing, duct routing layout, Mechanical Equipment Specifications, Mechanical Equipment Datasheets, Material/Service Requisitions for Quote and Purchase, Technical Bid Evaluations, Inspection and Test Plans, Vendor document review, Inspection reports, etc.
  • Coordinates and participates in reviews of Contractors’ engineering documents/deliverables within discipline to ensure compliance with the contract requirements, including project procedures, project specifications and applicable codes and standards. Monitors status of Contractor documents reviews for the discipline.
  • Provide necessary support to Equipment list, Model reviews, studies, etc.
  • Communicates complex technical issues and recommends solutions to project management.
  • Facilitates technical discussions with third parties (client, suppliers, regulators).
  • Promotes the creation of a work environment supported by leadership which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  • Participates in project technical reviews, progress, and review meetings.

Education and Experience Requirements:

  • At least 15 years of HVAC Package/Systems/Equipment experience, relevant to oil, gas and chemicals related design engineering.
  • Requires a bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • A Professional Engineer license or Chartered Engineer status in an appropriate engineering or scientific discipline, from a recognized licensing board or engineering council preferred.
  • Strong, proven experience for design and engineering practices, equipment data definition, procurement, construction, handover processes and related activities pertaining to HVAC packages, systems, and equipment.
  • Thorough knowledge of conceptual and detailed engineering of HVAC systems including direct expansion (DX) systems, chilled water systems, variable air volume (VAV) and variable refrigerant flow (VRF) systems
  • Strong background in HVAC equipment selection, duct sizing, pipe sizing, schematics, preparation of data sheets and equipment specifications, architectural layout, structural construction of building, equipment and services and how they are laid out in the building.  
  • Working knowledge of software for engineering and design including appropriate knowledge of TRACE/equivalent for cooling/heat load calculations
  • Experience in writing HVAC design criteria/basis and equipment design specifications for HVAC equipment.
  • Through knowledge of applicable industry and regulatory codes and standards such as API, ASHRAE, SMACNA, NFPA.
  • Experience with field installation / commissioning activities for HVAC equipment is preferred.
  • Proficient knowledge of the application of Engineering to plant constructability as applied to construction methods and materials.
  • Thorough understanding of the roles played by other departments on projects including construction practices and the economics involved.
  • Skilled in oral and written communication. Able to work in project groups with shared-work teams globally, to progress project designs.
