Project Overview

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.


Role Overview

The Workforce Development Trainer is responsible for instructing construction craft and field non-manual employees to think proactively to achieve the Project’s Goal Zero ambition. Major duties include: planning, preparing and facilitating classes; demonstrating safe practices, and conducting written and hands-on trainee evaluations as well as individual coaching. This position has no direct reports, though has the authority to stop project site work.


Duties and Tasks

Conducting pipe workshops, electrical workshops, hazard school sessions and new-hire employee orientation. Will assist with developing additional training/upskilling programs as required.


Training project new-hire personnel in:

  • fall protection/personal fall arrest systems
  • aerial lift/elevated work platform safety
  • powered industrial truck safe operations
  • personal protective equipment
  • hand/power tool safety
  • confined space entry
  • Identifies craft competency requirements and critical skills gaps across the organization.
  • Designs custom workshops, including collaborating with third-party vendors, to identify training needs, best training approach, and evaluation of outcome.
  • other training as required by qualification/certification.
  • Managing classroom, workshop, and/or jobsite training locations to ensure a productive and safe learning environment.
  • Developing customized participant training materials, active learning activities and events.
  • Ensuring training material is up to date with Project’s current scope of work
  • Conducts other workforce development training as required.
  • Performs other administrative and training tasks as assigned.


Basic Qualifications

  • 10+ or more years applied work experience (or equivalent) in construction and/or construction safety.
  • Expert knowledge in rigging, structural steel erecting, aerial platform operation and multiple craft work.
  • Intermediate proficiency (practical application) in Outlook, MS Word, Excel, and PowerPoint.
  • Knowledge of Instructional System Design (ISD) also known as ADDIE (Analysis, Design, Development, Implement, Evaluate) and SAT (System Approach to Training) a plus.
  • Although not a supervisory role, must be able to be a leader and provide guidance

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
