Workforce Development Manager - GAB

Accountable for leading the GAB organization’s craft training, assessment, and upskilling initiatives and programs, including leadership development.  Has demonstrated expertise in leading large teams, including strategy, execution, and program development and implementation including staffing, policy adherence, facility set-up, and organizational development.



  1. Develops and implements Workforce Development strategy for the GAB workforce.
  2. Ensures consistency and alignment across the project
  3. Responsible for GAB Workforce Development and craft upskilling programs, including assessments, upskilling, leadership development and community college partnerships.
  4. Provides guidance and support to onsite LR team and GAB Training Department on project training facility layout, resource allocation, and set-up.
  5. Establish craft apprenticeships and veteran recruitment program onsite.
  6. Provides final review and approval of project craft instructor candidate qualifications and selection.
  7. Ensures that site LR Team and GAB Training Department schedules, coordinate and monitor classes, instructors, facilities, class times, participants (level) and instructor evaluations on each project.
  8. Provides guidance to Site Manager and Area Managers for training to all levels of craft, journeyman, foreman and general foreman.
  9. Collects, assembles, and analyzes site training data and provides reports Site Management for review and analysis.
  10. Identifies craft competency requirements and critical skills gaps across the project.
  11. Designs custom workshops, including collaborating with third-party vendors, to identify training needs, best training approach, and evaluation of outcome.
  12. Manages budget allocations, project training funds and ensures that expenditures are within the allocated site budget.
  13. Analyzes workforce industry trends, training records, statistics, program evaluations, and best practice data to continuously improve program offerings onsite.
  14. Ensures compliance with Standard Work Processes and Procedures (SWPP’s) and regulatory requirements as it pertains to the selection, assignment and audit of project personnel to positions requiring occupational license and/or certification.



  • Proven ability to define goals and deliverables and implement key programs on time and within budget.
  • Good analytical and strategic planning skills: able to prioritize, balance short and long-term priorities and manage simultaneous projects.
  • Analyzes workforce industry trends, training records, statistics, program evaluations, and best practice data to continuously improve program offerings.
  • Designs custom workshops and/or training courses, including collaborating with third-party vendors.
  • Complete understanding of NCCER administration and certification program on projects. 
  • Manages functional and project staffing within the allocated budget.
  • Ability to identify and address critical skills gaps/shortages ahead of time.
  • Has knowledge to establish project training facilities, including resource allocation, and set-up.
  • Excellent oral and written communications skills.
  • Competent use of Microsoft Office suite.
  • 5+ years Workforce Development/Craft Training experience required.
  • 10+ years prior leadership experience required.


Essential Qualifications:

  • Must have legal right to work in the U.S. without sponsorship
  • Must be able to work flexible hours, occasional weekends, and potential night shifts to support construction site needs
