Project Overview

The Pennsylvania Chemicals Project is a world scale petrochemicals facility to be constructed in Monaca, Pennsylvania, USA – thirty miles north of Pittsburgh, Pennsylvania. The project is divided with two scopes: ISBL and OSBL. The ISBL scope is the supply of 1.5 MTPY Ethane Cracker Unit and three Polyethylene units. The OSBL is the supply of the rest of the facility, the cogeneration unit, rail and utilities that are needed to support the rest of the facility. The project will be performed predominantly on a direct hire basis with some specialty and service subcontractors. 


Role Overview


The Chief Timekeeper will oversee all timekeeping functions for the Project with a union workforce of up to 5,000 craft employees. This position reports to the Accounting Supervisor for Great Arrow Builders LLC (GAB).  GAB is a consolidated joint association formed to support direct hire construction work for the Pennsylvania Chemicals Project and is a subcontractor to Bechtel Oil/Gas and Chemical who has the prime contract with Shell Oil.


Primary responsibilities and associated duties include:

·        Verification of daily attendance, collection and verification of daily time records, and distribution of paychecks and pay advices.

·        Prepares project management force reporting, attendance, safety hours, on-site premise reports, exception reporting and ad-hoc reporting.

·        Ensures the timekeeping function is performed in accordance with policies and procedure and established union labor agreements.

·        Coordinates the timekeeping interface with the Payroll service provider [BBS], and subcontractor staff as required.

·        Oversees training and development of personnel on eTrack software, badge printing, clock maintenance, and timesheet-to-gate reconciliations

·        Maintain a good working relationship with foremen and superintendents, general foremen, field and project superintendents, safety representatives and labor relations representatives.

·        Schedules and monitors work activities and maintains a high standard of performance.

Performs such other duties as may be assigned by the GAB Accounting Supervisor or Finance Manager


Basic Qualifications

· Must have legal right to work in the U.S. without sponsorship

· 3 years eTrack application experience



Preferred Qualifications

· Excellent communication and time management skills

· Thorough knowledge of timekeeping principles, concepts, and terminology plus working knowledge of related activities gained through specialized work experiences of a progressively responsible nature

· High level of proficiency with Microsoft Office applications
