Project Overview:

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex is located in the Ohio River Valley about 1 hour north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

 

Position Summary:

Routinely performs assignments of a varied nature requiring a full working knowledge of information systems in areas including system support, database administration, software engineering, software quality assurance/quality control or business analysis. Plans and controls own work, selecting and utilizing appropriate methods, procedures, tools, equipment and standards effectively, to meet all targets set. Exercises professional judgment within a framework of guidelines provided by superiors. Performs a range of work activities in a wide variety of contexts, some of them complex and non- routine.

 

Supervision Received:

Receives technical and administrative supervision from a designated IS&T Team Lead.
Works under general direction within a clearly defined accountability framework.

 

Supervision Exercised:

  • None. May provide technical direction and training to discipline subordinates or others who assist in information systems activities.
  • May provide advice and guidance to less experienced colleagues and undertake elements of leadership within assigned discipline.

 

Contacts:

  • Makes frequent contact with end users in IS&T, external technology suppliers, and others in Bechtel functions who perform specific assignments related to information systems.
  • Makes frequent contact with clients and end users in IS&T and other Bechtel functions as directed by staff specialists to gather or give information as required.
  • Contacts discipline staff specialists as needed for specialized information systems activities.
  • May contact clients within Bechtel to understand overall business and information systems needs and requirements.

 

Essential Job Duties:

  • Central point of contact for application related support, upgrades, migrations and monitoring.
  • Proficient at developing technical system related scopes of work, execution plans, proposals, and presentations to present to a non-technical audience.
  • Analyzes, maintains and implements (including performance maintenance) existing systems and applications.  
  • System administration and support of standard suite of project and IS&T related systems.
  • Analyzes gaps in business process and formulates long and short-term solutions and determines systems needs with end users including front­end origination, conceptual design, functional specification, testing and develops specifications from business requirements.
  • Plans, schedules and monitors own work within a limited time horizon, using applicable methods, procedures, tools, equipment and standards effectively with only occasional reference to others.
  • Plans and controls own work, selects and utilizes appropriate methods, procedures, tools, equipment and standards, to meet all targets set.
  • Coordinates, supports and evaluates the implementation of new automation modules and tools.
  • Develops test procedures and plans for project developed software applications and creates and records test scripts for use with automated software testing tools.

 

 

 

Job Knowledge:

  • Demonstrated ability in supporting standard project related systems along with the development of detailed proposals, plans, and presentations required for the execution of new and upgraded systems.
  • Comprehensive knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
  • Comprehensive knowledge of web-based technologies including SharePoint development and maintenance.
  • Understands the basic end user work processes associated with the software application suite, as well as implementing the enterprise and application architecture and software development standards.
  • Knowledge of SSRS and business analytics reporting using tools such as Qlik View and Power BI.
  • Comprehensive knowledge of applications requirements, analysis, and programming including architectural requirements for business domain applications, operating systems applications, database hardware and network requirements, and functional analysis including data and process modeling.
  • Comprehensive knowledge of hardware and software integration and testing.
  • Comprehensive knowledge of project management processes and tools (e.g. project scheduling, budgeting, status reporting). Ability to write complex reports in a clear and concise manner.

 

Preferred Qualifications:

  • Recognized degree in Computer Science or Information Systems from an accredited college or university, or specialized courses in software engineering, software quality assurance and quality control, database administration, business analysis, and/or application support, and practical work experience in information systems.
  • Previous project experience working in a project field environment.
  • Excellent written and verbal communication skills.
  • Strong organizational skills and the ability to prioritize deliverables.
  • Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities.
