Project Overview

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

The project is employing an approach to its execution which includes modules that will be assembled at contractor fabrication yards. Applicants for this position shall have industrial experience commensurate with the type of work to be undertaken and the requirements identified below.  The position is located in an industrial port area nearby the city of Brewer, Maine. 


Role Overview


The Insulation and Coatings Field Engineer reports to the Project Field Engineer. This individual will interface with implementation contractor’s quality assurance lead and subcontract quality control technicians and craft to ensure the overall quality of insulation and coatings. Responsibilities

include, but are not limited to the following:


  • Reviewing and approving contractor inspection and test plans for insulation and coatings.
  • Reviewing contractor quantity takeoffs from design drawings.
  • Assisting contractor with developing and approving coatings and insulation work packages and releases.
  • Assisting contractor with development of work plan and schedule.
  • Reviewing and approving contractor permanent plant material requisitions for coatings and insulation.
  • Inspecting material deliveries and assisting with kick and count.
  • Approving contractor material withdrawal requests for permanent materials.
  • Tracking contractor calibration records for measurement and test equipment.
  • Performing in-progress inspections of coatings and insulation work.
  • Validating contractor quantity reporting.
  • Claiming quantities in TEAMWorks database.
  • Assisting contractor with identifying and resolving non-conformances and constructability issues.
  • Reviewing and providing technical disposition to PTR queries.
  • Leading final system walkdowns and developing and tracking punchlists.
  • Reviewing and approving contractor inspection and test records.
  • Verifying contractor module turnover documentation is complete and acceptable.
  • Participating in contractor safety programs.


Basic Qualifications


  • Bachelor of Science degree in related field (10 years of related work experience in industrial construction may be considered satisfactory in lieu of degree).
  • Expert understanding of industry codes and standards applicable to industrial coatings and insulation.
  • Previous experience using Bechtel automation tools is preferred.
  • Previous module yard experience is preferred.
  • Intermediate skill level using Microsoft Office suite.

Additional Information

Work includes field inspections which requires the following physical capabilities: extensive walking in and around a construction site in extreme heat and cold, climbing ladders, working on elevated platforms and scaffolds; crawling and crouching; working on uneven surfaces, and working in small or confined spaces for extended periods of time. Ability to lift 25lb objects is required. Must have the ability to walk into and out of the project site (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task including body harness and lanyards.
