Electrical Pre-Comm Engineer

Project Overview

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh.  It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

 

Role Overview

The Electrical Commissioning Engineer will report to the Lead Commissioning Electrical Engineer and responsible to perform test, commissioning and energizing the electrical equipment and systems within the project.

 

Role Duties and Responsibilities

The responsibilities include but not limited to:

  • Complies with Bechtel’s and Client ES&H and Quality initiatives, always aiming for Zero Accidents and Zero Significant Quality Incidents.
  • Plans day to day test and commissioning work for designated area, prepare test package and testing document as required.
  • Participates in commissioning forecasting and preparation activities as required.
  • Provides Inputs to management, engineering, and construction to ensure commissioning requirements are incorporated into project activities, including review of project designs and construction to ensure future’s plant operability and operating personnel safety.
  • Prepares and submits for approval key commissioning procedures, and schedules specific activities on the project.
  • Ensures that work being performed is within scope of services and within budget.
  • Supervises testing crew, vendor representatives and subcontractor team to perform electrical testing activities safely and on-time.
  • Coordinate pre-comm activities with other CSU disciplines, project engineering, construction, subcontractor staff, vendors and client
  • Apply management of change process to the commissioning activities. This includes design changes, scope change, produce NCRs/RFIs/FCDs, redlines and associated rework and retesting coordination as per Project procedures.
  • Work hours as required, including shift-work, overtime, weekends and holidays as necessary to support the project.

 

Minimum Qualifications

  • Bachelor of science degree in Engineering or minimum 12 years related work experience
  • Minimum 6 years of relevant work experience
  • Knowledge & experience of testing, commissioning & turnover practices
  • Knowledge of and prior experience in using Bechtel's SWPPs and STCPs to govern work activities
  • Knowledge of process Electrical isolation to perform safe Electrical tasks
  • Knowledge of industry and regulatory standards, and design criteria
  • Knowledge & experience in PTW, STARRT, JHA, LOTO procedures & practices
