Cost Engineer

Project Overview:

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year.  The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh.  It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

 

Position Responsibilities:

Candidate will be responsible for non-manual reporting of all locations. Reporting duties include issuance of bi-weekly labor reports and monthly plan vs. actual staffing curves. Additionally, will be responsible to interface with Department Managers to receive staffing plan updates and facilitate the use of SmartStaff. Candidate will be the primary focal point in project controls for Personnel Authorization Forms (PAF).

 

General duties include:

Develops quantity takeoffs for a discipline or specialty using defined documents or undefined scope assumptions. Verifies quantities provided by others.

Develops and applies unit rates to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty.

Prepares specific budgets in accordance with prescribed standards and procedures.

Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.

Independently provides financial reporting and trending, with oversight, for the Lead Cost Engineer. 

Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.  This includes training in the proper use and definitions for the cost accounts.

Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application.

Collects and classifies cost engineering data.

Performs data analysis and development.

 

Job Knowledge:

  • Bachelor’s Degree in Engineering, Finance, or Construction Management.
  • 3+ years experience in construction and/or project controls disciplines.
  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
  • Skilled in oral and written communication.
  • Proficiency with PC operating systems, with proficiency in several basic software applications.  Proficiency with multiple discipline specific software applications currently used in Bechtel (Ecosys and Microsoft Office Applications, for example).
  • Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
