Commissioning and Startup Superintendent

Project Overview:


Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tons of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.



Role Overview

·        Assigned to CSU in a supervisory position.

·        Responsible for the organization and direction of startup craft and related activities within assigned area of responsibility, which may be a single area, multi-area or a multi- discipline construction project.

·        Assists Area Leads with completing temporary construction activities, miscellaneous temporary piping set ups (steel, HDPE, flexible hose) scaffolding arrangements, lifting and rigging, construction safety awareness, supervision and communication with craft. Returning to permanent installation with support from Construction as required.

·        Knowledge of construction work processes. Ability to take temporary concepts and ideas through to execution. Communicate to craft with sketches with support from Systems Specialists and Resident Engineering as required.

·        Responsibilities are to ensure assigned jobsite operations are following design/ specifications, completion on schedule, within budget and to quality standards.

·        Responsible for area operations, as assigned, including on-site activities of Bechtel, including but not limited to field procurement, security, and all commercial services coordination and integration with all direct hire and field subcontract work activities.

·        Conduct and support an active and thorough Pre-Start and Close Out and Conduct all Toolboxes once a week

·        Provide oversight to have all necessary Safety procedures in place (JHA, lift plans, confined space, permits to work, LOTO, hot work, excavation permits, quarterly inspections, etc.)

·        Coordinate planned work activities with other disciplines; all groups to recognize hazards from each organization’s work activities

·        Responsible for assisting in the alignment and sourcing of the field manpower organization to provide qualified and knowledgeable personnel and to direct their effective use.

·        Work with the Project Management, Project Engineering, Construction, and the Procurement organizations, harmoniously, to deliver the project as-sold or better.

·        Validate the overall area schedules, staffing charts and material and equipment requirements.

·        Aid in the management effort to set target schedules and schedule work around as required.

·        Principle in the overall control and management of area expenditures in assigned areas for the union labor, construction equipment, material and services and ensure that field operations are within budget.

·        Providing leadership and championing the “Zero Accidents” philosophy. 

·        Responsible for labor relations within the assigned areas, and for providing consul in the overall coordination of the activities with the Labor Relations department and Project Superintendent.

·        Preparing the weekly work plans in conjunction with the area planners. 

·        Preparing material requisitions for all tools and consumables required to execute the work and coordinating with procurement to obtain materials.

·        Provide progressive training to enable personnel to assume additional responsibilities.

·        This position shall be performed under the day-to-day direction, control, and supervision of Bechtel CSU Organization.

·        Approves craft time records using established automated tools.

·        Prepares reports and forecasts, including summary of commissioning progress, craft personnel forecasts, and expenditures forecast.

·        Ensures permanent plant equipment materials are stored and preserved in accordance with specifications and project requirements.

·        Plans the manpower and equipment required to execute the job.


Basic Qualifications

·        Bachelor’s Degree in Engineering or Construction related discipline from an accredited university, and 7-10 years of progressive, construction, startup or engineering related experience.

·        In lieu of a degree, 12 years of progressive, construction supervision or startup supervision related experience.

·        Related experience includes but is not limited to management experience and craft supervisor experience.

·        Knowledge of construction technologies.

·        Knowledge of supervisory functions relating to field activities.

·        Familiarity with current industry quality standards.

·        Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program.

·        Extensive experience in mechanical construction on large projects.

·        Experience working on union-based site 


Preferred Qualifications

·        Possess the legal right to work and remain in the US without sponsorship.

·        Ability to work in a team-based environment, knowledge of project specific environmental compliance requirements, general awareness of environmental laws, awareness of government compliance standards

·        Familiarity with current industry quality standards, general awareness of local labor laws and issues, general knowledge of state, federal and local contracting requirements, experience working with and supervising craft.

·        Prior Petrochemical experience.

·        Prior Bechtel experience.
