Project Overview:

Pennsylvania Chemicals is a world scale petrochemicals facility to be constructed in Monaca, Pennsylvania, USA - thirty miles north of Pittsburgh, Pennsylvania. The project is divided with two scopes: ISBL and OSBL. The ISBL scope is the supply of 1.5 MTPY Ethane Cracker Unit and three Polyethylene units. The OSBL is the supply of the rest of the facility, the cogeneration unit, rail and utilities. The project will be performed predominantly on a direct hire basis with some specialty and service subcontractors.

 

Position Overview:

Responsibilities will include and not limited to coordinating and leading a team of Subcontract Technicians, interfacing with the main automation contractor (MAC) to execute I/O integrity testing and safety integrity system site acceptance testing (SIS SAT), establishing network communication with vendor PLCs to/from the main automation contractor, support checkout of vendor PLC I/O integrity checks both hardwired and soft points, support site acceptance testing of integrated control and safety system (ICSS) hardware, ensure cyber security is maintained, manage permanent and temporary change related to instrumentation scope and enforce strict adherence to the Bechtel procedures.

 

Coordination with other disciplines will be essential among this engineer’s duties.

 

Work hours as required. This will include working all shifts, overtime, weekends, and holidays as the need arises

 

Position Duties/Responsibilities:

  • Complies with Bechtel’s and Client ES&H and Quality initiatives, always aiming for Zero Accidents and Zero Significant Quality Incidents.
  • Plans, develops, coordinates, and directs Pre-commissioning activities within a discipline for the assigned project.
  • Participates in pre-commissioning forecasting and preparation activities as required.
  • Provides Inputs to project management, engineering, and construction to ensure pre-commissioning requirements are incorporated into project activities, including review of project designs and construction to ensure future’s plant operability and operating personnel safety.
  • Ensures that work being performed is within scope of services and within budget.
  • Coordinates with vendors’ specific requirements for Pre-commissioning activities at site.
  • If required by client, provides commissioning & startup supervision or assistance at the jobsite.
  • Works with client representatives throughout the project.
  • Attends system walk-downs and ensures the quality of construction and pre-commissioning work by raising and tracking the punch items.
  • Applies management of change process to the pre-commissioning instrumentation activities. This includes design changes, scope change, produces NCRs/RFIs/FCDs, redlines, and associated rework and retesting coordination as per project procedures.
  • Coordinates with client representatives to obtain approval on work as it is accomplished, as required.

 

Job Related Qualifications:

Grade 25:

  • Minimum 7+ Years of Relevant Work Experience
  • Bachelor of Engineering (electrical desired) or equivalent related work experience (12 Years)
  • Prior experience in pre-commissioning, commissioning and startup of petrochemical systems/facilities
  • Use of Microsoft Word, Excel, and Access is required. Previous experience with other similar databases
  • The candidate must be self-motivated and results oriented and be willing to work in a project team environment

 

Grade 26:

  • Minimum 10+ Years of Relevant Work Experience
  • Bachelor of Engineering (electrical desired) or equivalent related work experience (12 Years)
  • Extensive prior experience in pre-commissioning, commissioning and startup of petrochemical systems/facilities
  • Advanced use of Microsoft Word, Excel, and Access is required as well as previous experience with other similar databases
  • The candidate must be self-motivated and results oriented and be willing to work in a project team environment
  • Prior experience in leadership roles, experience writing and performing technical procedures
