Project Overview:

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

 

Position Responsibilities:

Supports the recovery of costs incurred due to deficiencies in work performed by vendors.

 

§ Work with Pillar Cost engineers to classify, track & report on Project Back charges.

§ Work closely with Construction, Engineering & Procurement to ensure early notification to Vendors & capture all relevant costs

§ Set up & control project back charge cost codes & project charging.

§ Collect, analyze & report on back charge program & support trend process as required

§ Identifies cost and schedule impact for project team attention. Individual will be required to complete regular site walks to monitor work progress

§ Interface with field management, engineering and supervision to determine and articulates/estimate back charge impacts to project cost and schedule in a timely, accurate and logical manner.

§ Initiates, organize & facilitate weekly back charge meetings and discussions on their impact on the project & cost and schedule.

§ Review potential back changes to understand liability against project scope & facilitate discussions with project team members including the client.

§ Prepares and updates the back charge register in a timely and accurate manner for project and functional management review.

§ Prepares and provides input and support to cost, project financial reporting, trend reports & other pillar based reporting.

§ Supports additional project organizational, administrative activities and deliverables as required.

 

General duties include:

Develops quantity takeoffs for a discipline or specialty using defined documents or undefined scope assumptions. Verifies quantities provided by others.

Develops and applies unit rates to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty.

Prepares specific budgets in accordance with prescribed standards and procedures.

Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.

Independently provides financial reporting and trending, with oversight, for the Lead Cost Engineer. 

Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.

Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application.

Collects and classifies cost engineering data.

Performs data analysis and development.

 

Job Knowledge:

§ Bachelor’s Degree in Engineering, Finance, or Construction Management.

§ 5+ years experience in construction and/or project controls disciplines.

§ Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.

§ Skilled in oral and written communication.

§ Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (Ecosys and Microsoft Office Applications, for example).

§ Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).

§ Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
