Project Overview:

Pennsylvania Chemicals is a world scale petrochemicals facility to be constructed in Monaca, Pennsylvania, USA - thirty miles north of Pittsburgh, Pennsylvania. The facility will produce 1.5 MTPY of polyethylene (PE).  The main process units (ISBL) comprise of an ethane cracking unit (ECU), two gas phase polyethylene trains and one slurry phase polyethylene train. The balance of facilities (OSBL) include a gas-fired combined cycle cogeneration power plant, water treatment, cooling tower, a large rail yard and other facilities. The overall project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed.

Agilus is a wholly-owned subsidiary of Bechtel, providing small project engineering services to customers in Bechtel OG&C’s Downstream and Chemicals business line. Agilus is establishing a locally-based team, providing small projects engineering support to the Pennsylvania Chemicals project, and with the objective of providing long-term engineering services to the facility’s owners.

Role Overview:

Assigned to the Agilus small capital projects engineering services team in a supervisory capacity for engineering scope. The Engineering Manager is responsible for supervising the site-based engineering team as well as coordinating technical specialists and other engineering teams in remote office locations. Performs general functions inherent in all supervisory positions. Primarily reports to the Agilus Project Manager.

  • Ability to manage and balance various simultaneous small to mid-size projects in different stages of their project lifecycle.  
  • Directs and coordinates engineering activities for projects including supervision of engineers of all disciplines
  • Assists project management in tracking and managing cost of individual projects and the office setup.
  • Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule.  Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
  • Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides and Bechtel Standard Application Programs (BSAPs).
  • Develops design and procurement schedules for approval.
  • Prepares, approves or recommends approval of project procedures for engineering, as required.
  • Coordinates engineering effort with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H) and Project Controls when assigned.
  • When assigned directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  • Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
  • Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering’s scope of responsibility.
  • Resolves field-initiated questions on engineering.
  • Visits jobsite as required for exchange of information.
  • Coordinates activities among the design groups on the project, including the coordination between multiple office execution centers.
  • Initiates requests for specialized professional services.
  • Initiates Agilus correspondence related to the engineering scope of work.
  • Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  • Makes recommendation of key personnel for project assignments; including hiring and separation
  • Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  • Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
  • Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  • Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. .

Basic Qualifications:

  • BSME or equivalent degree from an accredited college or university
  • Must have or be willing to obtain Professional Engineering License in Pennsylvania
  • Proficient knowledge of project engineering processes and procedures.
  • Demonstrated skill in supervision with the ability to balance simultaneous small projects in different stages of their lifecycle.
  • Knowledge of related brownfield construction practices and the economics involved and current knowledge of new methods of design and construction.
  • Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project.
  • Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline.
  • Knowledge of engineering work planning and control methods.
  • Knowledge of related construction practices and the economics involved.
  • Broad knowledge of industry or regulatory codes and standards such as API, ASME, etc.
  • Skill in oral and written communication including client interface and the ability to support business development in acquiring more work. 

Preferred Experience:

  • Progressive work experience, including supervision, preferably in project and staff design engineering or architectural design
  • Downstream oil, gas and chemicals experience with knowledge of:
    • Ethane Cracking
    • Ethylene facilities
    • Polymerization facilities
    • Engineering best practices and small project IPA Evaluations
    • Brownfield projects & turnarounds
    • Small t mid size project execution
