Project Overview:

Pennsylvania Chemicals is a world scale petrochemicals facility to be constructed in Monaca, Pennsylvania, USA - thirty miles north of Pittsburgh, Pennsylvania. The facility will produce 1.5 MTPY of polyethylene (PE).  The main process units (ISBL) comprise of an ethane cracking unit (ECU), two gas phase polyethylene trains and one slurry phase polyethylene train. The balance of facilities (OSBL) include a gas-fired combined cycle cogeneration power plant, water treatment, cooling tower, a large rail yard and other facilities. The overall project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed.

Agilus is a wholly-owned subsidiary of Bechtel, providing small project engineering services to customers in Bechtel OG&C’s Downstream and Chemicals business line. Agilus is establishing a locally-based team, providing small project engineering support to the Pennsylvania Chemicals project, and with the objective of providing long-term engineering services to the facility’s owners.

Role Overview:

Assigned to the Agilus small capital projects engineering services team in a supervisory capacity, the Project Services Manager will supervise the Agilus project controls team, acquisition services team, IS&T and document control/ office administration as well as coordinating with specialists and other teams in remote office locations. Performs general functions inherent in all supervisory positions. Primarily reports to the Agilus Project Manager.

 

Position Description:

 

Responsible for overall cost engineering, planning, scheduling and estimating, for all assigned projects or other designated areas of responsibility within the project controls function. Supervises and provides technical and administrative guidance to the Project Controls personnel at the Monaca office, and coordinates with specialists/ support in remote office locations.

The Project Services Manager is also responsible for supervising / coordinating document control/ office administration, acquisition services and IS&T.

The ideal candidate will have leadership experience on small, brownfield projects, and success in managing client relationships. 

 

ESSENTIAL JOB DUTIES

  1. Responsible for discipline operating plans and discipline performance within the office.
  2. Provides input to proposals, strategic plans, client presentations, and contract negotiations.
  3. Participates in developing discipline specific office policy.
  4. Participates in evaluating discipline specific office workload and staffing plans, supports hiring as required.
  5. Reviews project work plans.
  6. Responsible for the quality and timeliness of estimates, budgets, financial reports, and schedules.
  7. Makes presentations to management and clients.
  8. Responsible for the departmental personnel administration and development.
  9. Responsible for the implementation of department training programs.
  10. Performs audits to ensure the quality of cost engineering, and planning/scheduling functions.
  11. Responsible for the effective implementation of department procedures used for monitoring and controlling cost and schedule.
  12. Leads Project Controls team
  13. Supervises acquisition services and support functions including document control and IS&T.

 

JOB KNOWLEDGE:

Minimum 10 years of work experience with thorough knowledge of and demonstrated experience in all aspects of cost engineering, planning and scheduling, and management information activities, preferably in oil and gas projects.

Skilled in developing and implementing cost and schedule control systems, techniques, and procedures.

Knowledge of Project Controls standard processes and interfaces with other functional tools and systems

Knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.

Skilled in oral and written communication, with demonstrated skill in presenting cost engineering and planning and scheduling information to management and clients.

Skilled in developing Project Controls training programs, including developing curricula, selecting instructors, teaching, and monitoring effectiveness of programs.

Demonstrated skill in management, supervisory, and personnel administration functions.
