Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

In this role, the Temporary Works Coordinator (TWC) is responsible for ensuring that all temporary works, particularly those involving underground utilities, are effectively planned, coordinated, and executed during construction. This role involves the oversight of temporary structures, support systems, and safety measures required for the safe and efficient execution of work around underground utility installations, modifications, or protection. The TWC will work closely with Construction Engineers, Construction Managers, Contractors, and other site personnel to ensure compliance with regulations, design specifications, and health & safety standards.

Major Responsibilities:

Temporary Works Planning & Coordination:

  • Review and understand project designs, especially those concerning underground utilities (e.g., water, gas, telecommunications, electricity).
  • Preparation of temporary works designs and ensure they meet project requirements, local authority guidelines, and industry standards.
  • Liaise with designers, engineers to develop safe and efficient solutions for supporting or rerouting underground utilities during construction activities. Ensure temporary works are reviewed, signed off, and adequately documented before implementation on-site.

 

Management of Underground Utilities:

  • Identify, assess, and monitor all underground utility locations and risks associated with the construction site.
  • Ensure proper temporary works are in place to protect underground utilities during excavation, piling, or other potentially disruptive activities.
  • Coordinate with utility providers for necessary utility diversions, protection, or temporary installation to maintain service continuity during construction.
  • Oversee utility clearance activities, ensuring that any excavation or ground disturbance around underground utilities is carefully managed.

 

Health & Safety Compliance:

  • Ensure that temporary works associated with underground utilities comply with safety regulations, including health and safety risk assessments (e.g., avoiding utility strikes, cave-ins).
  • Regularly inspect and monitor temporary works and utility protection measures to ensure they remain secure and fit for purpose.
  • Develop and enforce risk management procedures, including site induction on the handling of underground utilities and the potential hazards involved. Ensure the proper use of protective measures such as shoring, trench boxes, and barriers around utility lines to avoid accidental damage.

 

Documentation & Reporting:

  • Maintain up-to-date records of all temporary works, including designs, permits, approvals, inspections, and modifications.
  • Document changes to utility layouts or protection strategies and inform stakeholders accordingly.
  • Provide weekly or monthly reports to the Construction Managers detailing the status of temporary works related to underground utilities, including challenges, solutions, and compliance status.

 

Collaboration with Stakeholders:

  • Act as the primary point of contact between the project team, utility companies, regulatory authorities, and other external stakeholders 
  • Participate in coordination meetings with utility providers and other contractors to ensure alignment on project timelines and risk management strategies. Work closely with the Construction Managers to ensure that utility-related temporary works are accounted for in the overall project schedule.

Education and Experience Requirements:

  • Required bachelor's degree (or equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience 
  • Relevant temporary works accreditation
  • Must be able to obtain a site security badge.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and manoeuvring around very small and/or confined spaces.

Required Knowledge and Skills:

  • Knowledge of Nuclear Power Construction preferred.
  • Large scale project construction delivery experience preferred.
  • Ability to work effectively under pressure with changing priorities and deadline.

  • Experience of working within a multicultural, highly diverse team environment is essential.
  • Previous experience of working in a live operational airport environment would be highly beneficial.
  • Demonstrated ability to work with limited oversight and supervision.
  • Knowledge of a marine construction engineering discipline gained through a combination of related education and construction experience.
  • Broad based knowledge of the function and interrelationships of field construction entities and operations.
  • Knowledge of Bechtel Construction Nuclear Work Process Procedures preferred.
  • Understands and applies the requirements of the Project Environmental, Safety & Health handbook and the Bechtel Core Processes to area of responsibility.
  • Knowledge of the impact and effect of using field automation tools.
  • Knowledge of environmental compliance laws and requirements.
  • Knowledge of government compliance standards.
  • Knowledge of Bechtel’s Zero Accident Safety Philosophy.
  • Knowledge of current industry standards.
