Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

In this role, you will participate in subcontract formation and/or management. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract management includes continual progress review, forecasting, and communication amongst stakeholders to ensure the subcontractor effectively delivers their scope of work. Your work will ensure subcontract compliance with project requirements. 

Major Responsibilities:

  • Prepares bidders’ lists and pre-qualifies bidders 
  • Forms bid request packages and issues bid request packages to approved bidders 
  • Coordinates bidders’ questions and answers to those questions 
  • Prepares Commercial Bid Summary and recommendations 
  • Conforms subcontract terms and conditions with the relevant scope of work 
  • Collaborates effectively with all project stakeholders in development of bid requests 
  • Navigates complex commercial and technical work streams to develop acquisition strategies 
  • Directs negotiation in the commitment of subcontracts 
  • Recommends and secures approvals in accordance with established procedures 
  • Develops and issues subcontracts and services agreements as assigned 
  • Prepares subcontract documents for execution 
  • Manages the changes and claims. Performs evaluation and provides recommendation for settlement.
  • Performs contract management activities in accordance with company policies and procedures

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

  • Demonstrate experience in both Contract Formation and Management. 
  • Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations.    
  • Demonstrate experience in developing subcontract pricing and payment conditions.  
  • Demonstrate experience and skilled in determining contract price reasonableness. 
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution. 
  • Working knowledge of Bechtel’s Supply Chain Application tool (DSCS) 
  • Excellent written and verbal communication skills. 
  • Knowledge of standard computer applications such as Microsoft Office.
