Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Subcontract Technical Representative (Deep Excavation) is responsible for managing and controlling all technical requirements associated with deep excavation works across the Poland AP1000 site. The role provides single‑point coordination between the Project Field Engineer and multiple entities I.e. customer, contractors, d designers and manufacturers to ensure deep excavation activities are fully integrated, safely sequenced, and aligned with programme, budget, and nuclear quality requirements. By identifying and managing physical, programme, and information interfaces, the coordinator mitigates excavation‑related risks, prevents contractor interference, maintains clear responsibility boundaries, and protects downstream construction milestones for safety‑related permanent works.

Major Responsibilities:

  • Coordinate and integrate deep excavation works executed by multiple contractors and work packages, including bulk earthworks, temporary works, shoring systems, dewatering, ground improvement, tunnelling/shafts, and early civil works, ensuring no scope gaps or overlaps.
  • Review, approve and assign appropriate inspection and test methods (e.g., I, R, S, M, T, NDE), and control points to ITPs,
  • Perform submittal reviews,
  • In conjunction with Engineering, Client and OEM requirements:
    • − receive and coordinate Inspection and Test Request Forms (ITRFs).
    • − perform inspections.
    • − attend required control points,
  • Complete ITRs in accordance with the subcontract and ITP.
  • Request the services of a third-party inspection/testing agency to perform inspection or tests for Bechtel’s verification purposes, as necessary.
  • Perform surveillance of field activities and recording quality observations, at the frequency determined by the LSTR (i.e., daily, weekly, monthly, or upon completion of work.).
  • Monitor field activities and providing technical oversight of the subcontractor.
  • Request specialized technical support when necessary.
  • Define and maintain clear responsibility boundaries between the Client, excavation contractors, temporary works designers, dewatering specialists, and follow‑on contractors for each identified interface.
  • Ensure that information exchange requirements (design data, survey control, monitoring results, dewatering performance, temporary works status) are clearly defined, contractually aligned, and consistently communicated.
  • Support execution readiness by confirming that prerequisites for excavation handovers (design maturity, permits, temporary works approvals, access, monitoring systems) are in place before interface milestones are released.
  • Support review and challenge contractor programmes to ensure they:
    • Properly reflect excavation sequencing and critical paths
    • Include realistic allowances for interface activities and handovers
    • Address dependencies between excavation, dewatering, inspections, and follow‑on works
  • Work with construction superintendent to ensure all relevant parties are fully informed of the timing, sequence, and constraints of deep excavation activities, including changes to excavation depth, support systems, access routes, haul roads, and exclusion zones.
  • Proactively work with contractors and stakeholders to prevent physical interference, damage, instability, or delay arising from overlapping deep excavation activities or poorly defined handovers.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and manoeuvring around very small and/or confined spaces.

Required Knowledge and Skills:

  • Knowledge of Nuclear Power Construction preferred.
  • Large scale project construction delivery experience preferred.
  • Thorough knowledge of a marine construction engineering discipline gained through a combination of related education and construction experience.
  • Broad based knowledge of the function and interrelationships of field construction entities and operations.
  • Knowledge of Bechtel Construction Nuclear Work Process Procedures.
  • Understands and applies the requirements of the Project Environmental, Safety & Health handbook and the Bechtel Core Processes to area of responsibility.
  • Knowledge and experience with a Zero Accident Safety Program.
  • Knowledge of local labour laws and issues.
  • Knowledge of local and country contracting requirements.
  • Experience working with, supervising, and administering subcontractors.
  • Specific experience in Heavy Civil Construction, Earthworks.
