Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Senior Permitting and Compliance Engineer (SPE) resides in the Construction Function and supports the development of Construction Permit Applications, takes the lead in developing Environmental Impact Reassessment (EIAr) inputs, and coordinates with other functions to prepare EIAr Reports to accompany Permit Applications. Reporting to the Project Field Engineering Manager, the SPE ensures that all permit and environmental impact assessment documentation are developed and executed in accordance with the Construction Execution Plan and other relevant documents. The SPE leads the preparation of EIAr Report Input Deliverables for submittal to the General Director for Environmental Protection (GDOS). The SPE is responsible for coordinating with all project stakeholders to ensure that EIAr Inputs, Emission Modelling, and Reports are developed on time in accordance with the Project Level 3 Schedule.

Major Responsibilities:

•    Develop and author EIAr Input Data and Documentation to enable Emissions modelling.
•    Author methodology statements to describe the Construction Execution Plan for different features of work.
•    Lead the development of data to support emission modelling. Data development includes but is not limited to:
o    Develop a construction equipment list required to execute different construction activities.
o    Estimate fuel consumption by construction equipment over the time it takes to execute a feature of work.
o    Develop estimates for air emissions data from temporary buildings/facilities required to support a large construction project.
o    Utilize Level 3 project schedules to identify peak periods of emissions and develop emission modelling scenarios.
o    Estimating utility consumption over time based on planned scope of work to be executed under a specific permit. To include water demand, wastewater (industrial and domestic) produced, power consumption.
o    Estimating and developing inputs to enable cumulative impact assessment related to transporting materials to the construction site through local communities.
o    Estimate staffing curves over time for different elements of work.
•    Review permit applications and provide technical expertise from a Construction point of view.
•    Review Environmental Decision requirements and flow-down / capture requirements into applicable project plans and procedures.
•    Collaborate and coordinate with Engineering Disciplines (examples: Civil, Structural, Hydrogeology, Geotechnical, Electrical, Environmental) for assistance with EIAr Input development. 
•    Collaborate with the Environmental Engineering team to provide technically accurate and comprehensive responses to regulator inquiries and comments.
•    Collaborate and coordinate with the Client and lower tier subcontractors to ensure alignment of permit scope and permit inputs between all parties.
•    Manage project scope split between different/overlapping permits to ensure the overall cumulative impact is conveyed accurately. 
•    Provide the basis for permitting changes by identifying data trends, operational outcomes, or closure conditions that require revision or update to existing permit language or supporting documentation.

Education and Experience Requirements:

  • Requires Bachelor's degree and 8-10 years of experience or 12-14 years of relevant work experience 


 

Required Knowledge and Skills:

  • Experience with creating EIA reports to support Construction Permit Applications under Polish Law.
  • Experience with managing lower-tier subcontractors to perform emission modelling.
  • Experience with analysing emission modelling results, comparing results against Environmental Quality Standard limitations, and then suggesting emission mitigation measures.
  • Demonstrated expertise in understanding of Polish Construction Law.
  • Demonstrated expertise in understanding of the EIA Act.
