Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

Accountable for the leadership, development, implementation, and management of comprehensive training, competency, and skills development programs for the Project. The individual will ensure compliance with all Polish regulations and customer requirements and includes oversight of skills-gap analysis, Verification of Competency (VOC), and the contractual flow-down of competency requirements to all construction subcontractors.

 

Major Responsibilities:

  • Lead the implementation and ongoing development of the Project Training Management Plan, ensuring alignment with Polish legislation, project standards, and evolving construction phases. Coordinate with subcontractors and responsible entities to ensure all personnel are trained, qualified, and verified as competent.
  • Drive cross-functional collaboration across construction, safety, quality, HR, engineering, and workforce services to deliver inclusive, integrated training programs. Minimize duplication and optimize resource use by leveraging centralized systems and shared platforms.
  • Develop and execute the construction skills strategy, overseeing subcontractor workforce skills management and partnerships with external training providers.
  • Implement competency frameworks such as Verification of Competency (VOC) and ensure safe execution of high-risk activities.
  • Manage internal budgets and external funding, evaluating training requests for cost-effectiveness and securing support from funding bodies. Represent the project in external forums to influence policy and align funding strategies with workforce development goals.
  • Identify workforce competency requirements and skills gaps using training needs analysis and the Project Training Matrix. Capture and report training data, performance metrics, and continuous improvement recommendations to site leadership.
  • Oversee site training operations including inductions, class scheduling, instructor qualifications, and training documentation. Approve instructor credentials and external providers to ensure delivery meets project competency standards.
  • Collaborate with other training organizations and partners to align efforts, share best practices, and continuously improve training effectiveness based on industry trends and data insights.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
  • Holder of a recognized training qualification, or equivalent experience

 

Required Knowledge and Skills:

  • A thorough understanding of National and International Accreditation Standards, Polish legislative training requirements, and industry best practices.
  • Strong negotiation and influencing skills with experience in customer and stakeholder relations
  • Excellent oral and written communication; and influencing skills
  • Demonstrable track record in setting up and managing large scale training and development programs in an EPC environment
  • Experience of large-scale organizational change in a diverse and challenging environment
  • Detailed process knowledge and practical skills in the areas of training, skills development and competency
  • Knowledge of modern learning methods and media and the advantages they can bring to large organizations.
  • Proven ability to define goals, deliverables and implement key programs on time and within budget.
  • Excellent analytical and strategic planning skills: able to prioritize, balance short and long-term priorities and manage simultaneous projects including subcontract management
  • Excellent oral and written communication skills
