Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

Job Summary:

The Employee/Labor Relations Specialist plays a key role in fostering effective communication and collaboration between project management, subcontractors, and craft professional personnel to maintain a respectful, inclusive, and productive work environment.

The specialist will ensure compliance with Polish labor law and contribute to cross-functional initiatives, while supporting workforce planning, engagement strategies, employee services including accommodation and transport and help resolve workplace issues efficiently and fairly.  

 

Major Responsibilities:

  • Support the implementation of the project’s labor relations strategy, ensuring alignment with organizational and project-specific goals.
  • Stay current with Polish employment legislation, including construction-specific labor codes and foreign worker regulations
  • Advise on lawful recruitment practices and employment contract requirements to ensure compliance and consistency across all hiring activities.
  • Foster collaborative relationships with Polish government agencies, labor representatives, and project stakeholders to ensure regulatory compliance and alignment on labor-related matters throughout the project lifecycle.
  • Assist in the recruitment, selection, and employment processes for craft professionals, including the mobilization and onboarding of both directly hired and subcontractor personnel.
  • Contribute to the development of workplace strategies encompassing labor sourcing, training and development, recruitment and mobilization, and talent attraction and retention initiatives.
  • Support the implementation of systems and processes to mitigate employee relations risks across both direct hire and subcontracted workforces.
  • Conduct and participate in onboarding sessions to ensure new hires understand their rights, responsibilities, and workplace policies.
  • Serve as the primary point of contact for labor relations matters, including conflict resolution, grievance handling, and disciplinary actions.
  • Monitor and interpret labor legislation, advising management on necessary updates to policies and procedures.
  • Conduct workplace investigations and recommend appropriate actions based on findings.
  • Develop and deliver training sessions on labor relations policies, procedures, and best practices.
  • Maintain accurate and up-to-date records of labor relations activities, including documentation of grievances, investigations, and resolutions.
  • Collect, interpret, and analyze workforce and labor relations data to identify trends, assess risks, and recommend improvements.

 

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
  • Bachelor’s degree in human resources, Industrial Relations, or a related field.
  • Minimum 3 years of experience in labor relations, human resources, or employee relations, preferably in the Construction industry.

 

Required Knowledge and Skills:

  • Ability to build trust and maintain effective working relationships with diverse stakeholders.
  • Ability to assess complex labor issues, conduct investigations, and recommend appropriate actions.
  • Skilled in interpreting legislation and translating it into practical workplace policies.
  • Strong knowledge of Polish labor law, and construction-specific labor codes.
  • Proven experience in managing labor relations, including grievance handling, conflict resolution, and disciplinary procedures.
  • Strong verbal and written communication skills in Polish and English.
  • Excellent interpersonal, negotiation, and conflict-resolution skills.
  • Ability to analyze labor data to identify trends and recommend improvements.
  • Knowledge of recruitment practices and onboarding procedures.
  • Ability to build relationships with diverse stakeholders.
  • Skilled in interpreting legislation and applying it to workplace policies.
  • Collaborative collaborator with willingness to support other project areas.
  • Experience in multicultural environments and overseeing sensitive information.
  • Proficiency in Microsoft Office Suite, Human Resource Management Systems (HRMS) platforms (e.g., SAP SuccessFactors, Workday), and document management systems.
