Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Chartered Field Engineer (CFE) is responsible for tasks and activities relating to construction engineering within the Mechanical discipline utilising and implementing nuclear codes and standards. Responsibilities include the development of work plans, coordinating materials, performing, and documenting inspections, reporting progress, and resolving conflicts in design and construction related to the installation and testing of commodities. This position will be responsible for a variety of construction tasks utilising nuclear and industrial codes and standards related to piping, vessels, tanks, rotating equipment, lifts and hoists, HVAC systems, and welding for permanent and temporary installations. Duties include interpreting design and vender drawings and specifications. This position requires good planning and organisational skills, ability to perform detailed inspections and the ability to produce accurate, clear, and concise documentation.
Major Responsibilities:
- Development of work plans, designs, and overseeing installation of a variety of tasks related to piping, vessels, tanks, rotating equipment, lifts and hoists, HVAC systems and welding.
- Assist with rigging support and planning activities.
- Perform take-offs and initiate and track material requisitions for mechanical related commodities.
- Perform and document inspections.
- Verifies commodities on quantity tracking systems or other computer database systems as required.
- Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others.
- Assist with the technical coordination of the lock-out and tag-out program activities.
- Coordinate with vendor Technical Advisors as required.
- Coordinate with Engineering to resolve drawing issues.
- Supervises design of temporary construction facilities and ensures preparation of “as built” drawings and other job plans.
- Assists field engineers and superintendents in interpreting design drawings, monitoring equipment installation and planning for delivery of construction materials and equipment.
- Ensures that proper storage and materials management procedures are implemented.
- Reviews and/or supervises, as assigned, the preparation of construction estimates, cost engineering studies, schedules and budgets.
- Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, material compliance and technical data.
- Coordinates the interfacing between the construction automation plan and the project controls program at the jobsite.
- Reviews and/or supervises, as assigned, the preparation of construction estimates, cost engineering studies, schedules, and budgets.
- Performs duties required to support the field engineering organisation as defined in project procedures.
- The Chartered FE will be required to perform the duties per the Polish Construction Law. This includes but not limited to Owner Inspection Notifications, reporting work ready for inspection to investor’s supervision in the form of logbook entry, participate in inspections with investor’s supervision, make entries in the construction logbook
Education and Experience Requirements:
- Required bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and manoeuvring around very small and/or confined spaces.
Required Knowledge and Skills:
- Proficiency with current industry quality standards.
- Proficiency in verbal and written communications.
- Possess Nuclear Construction knowledge.
- Knowledge of and experience working with Bechtel’s Standard Work Process Procedures (SWPPs) or Bechtel’s Nuclear Work Process Procedures (NWPPs).
- Knowledge of Bechtel’s Zero Accident Safety Program and familiar with current industry standards.
- Previous experience using MicroStation or another CAD software package to develop or edit drawings.
- Excellent organizational skills. Requires ability to receive direction from multiple sources and effectively establish priorities.
- Knowledge of requirements for Lock Out Tag Out for safety. Detailed knowledge of ASME codes and ASTM material standards and codes.
- Knowledge of piping P&ID’s, isometrics drawings, pipe support drawings (engineered specific and generic “cookbook”)
- Previous experience scoping, preparing, executing and restoring mechanical systems and equipment (motors, cranes, hoists, rails).
- Previous experience with piping and pipe support installation and inspection and pressure testing of piping.
- Computer literate includes experience in 3D and 4D modelling software, word processing, spreadsheets, and database applications in accordance with current Bechtel Standard Applications.
- Previous experience with AutoCAD or MicroStation.
- Licensed engineer (member of Polish Chamber of Mechanical Engineers) responsible for discipline-specific technical compliance under Polish Construction Law. Verification will be requested upon position acceptance.
Preferred Knowledge and Skills:
- Experience in field engineering activities of nuclear power and non-reactor nuclear facility EPC project
