SUMMARY:

Supervises the Workforce Services and  Labor Relations functions on direct hire and construction management construction projects and operating facilities located within a specified global geographic region.  May be resident on a construction project and perform and/or supervise the labor relations function on that job.  Participates in regional and/or national labor contract negotiations.  Assists the Regional Labor Relations Manager in planning and managing the Labor Relations regional operations.

JOB DIMENSIONS:

A. Supervision Received

  • Receives functional and operational direction from the Regional, Assistant and/or the Manager of Labor Relations.
  • If located on a project, receives operational direction from the jobsite construction manager or senior site representative.

B. Supervision Exercised

  • Provides supervision to assigned personnel at field projects and operating facilities.  Directs the work of assigned personnel in an office location.

C. Contacts

  • Maintains continuing contact with Bechtel’s client representatives, global business units and construction managers to coordinate the administration of Labor Relations functions at construction projects and operating facilities and to solicit their support in the resolution of labor-management disputes.
  • Maintains frequent contact with officers and staff members of senior union organizations, various construction contractors working within the region, and with local, regional and national construction contractor associations to exchange information on labor union trends and practices and to obtain input and support in the resolution of labor-management disputes.
  • Maintains ongoing contact with Labor Relations personnel in other geographic regions to exchange information on labor trends and practices, construction industry trends, developments and statistics.
  • Maintains occasional contacts with governmental agencies for clarification of statements and regulations issued by them and to solicit their support in the resolution of labor-management disputes arising from issues under their jurisdiction.

ESSENTIAL JOB DUTIES:

  1. Supervises Workforce Services representatives on field assignments and in offices handling labor relations and workforce services functions.
  2. Monitors daily labor relations activities on construction projects and operating facilities and provides advice and guidance to labor relations personnel in the resolution of labor disputes, grievances and work stoppages to prevent construction schedule delays.
  3. Represents Bechtel in meetings with international union officials to discuss such items as: the resolution of labor disputes, workforce shortages, referral of apprentices, and minority and female manual construction workers. as they pertain to specific construction projects within a geographic region.
  4. Works with Legal department representatives on pending legal actions arising from labor disputes on construction projects and operating facilities.  Ensures Legal department is provided with required documentation.  Serves as witness when required.
  5. Represents the Labor Relations department in business development meetings with potential clients.  Supervises the preparation of information and data to be discussed at these meetings, including local area surveys on manual workforce availability, productivity and compensation, available local housing, labor trends and practices, and proposed project plan and/or project agreement.
  6. Represents Bechtel in pre-negotiation meetings for project and national labor agreements.  Develops strategies and tactics and supervises and/or participates in the negotiation sessions, representing Bechtel independently or as a member of a negotiation team of a regional or national construction contractor association.
  7. Reviews Bechtel and Labor Relations department policies and practices and recommends changes for the approval of the Manager of Labor Relations.
  8. Remains cognizant of labor laws and related legislation applicable to manual construction employees.
  9. Supervises research and collection of data input for special labor studies.  Supervises the preparation of speeches and presentations on construction industry and labor issues.  Conducts in-house or college Labor Relations classes and/or makes presentations on labor related issues to clients, construction contractor associations or members of building trades unions, as delegated.
  10. Participates in Labor Relations personnel planning and development by conducting performance evaluations for subordinate personnel, recommending salary actions and reassignments, and interviewing and recommending applicants for job openings.
  11. Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction projects.
  12. Supervises the development and implementation of process improvement initiatives with union officials and construction management.
  13. Coordinates closely with Subcontracts team to provide scope of work and technical details for workforce services contracts, as well as attending subcontract performance meetings to address contractor delivery of services.
  14. Performs routine labor audits for subcontractors, recommending corrective actions when deficiencies are noted.
  15. Works on rotation and resides in camp or project lodging when required,
  16. Leading the Workforce Services team in the establishment, implementation and administration of Project Workforce Services systems & procedures including:
  • Bechtel manual craft recruitment, selection, employment;
  • Site access control (security);
  • Accommodation & catering services;
  • Training (manual craft; supervisory leadership skills; inclement weather; departmental systems) & continuous improvement;
  • Mobilisation / orientation process;
  • Performance Management & Communication program;
  • Project Transportation (bussing);
  1. Provision of advice in the development of the manual craft payroll system,
  2. Industrial risk mitigation, including: development of industrial relations conditions for subcontracting; subcontracting strategy; industrial action contingency planning.
  3. Development & implementation of systems to minimise (industrial) risk associated with subcontracting the works & interface with Client contractors.
  4. Ongoing identification of industrial risk & recommendation of risk mitigation strategies to the Site Manager & Project Superintendent.
  5. Ensuring Project supervision is knowledgeable of & trained in Workforce Services systems.
  6. Provision of necessary support to Project supervision in application of Workplace Agreements.
  7. Scope of work development, subcontract evaluation & direct supervision of Workforce Services staff in relation to subcontracts in connection with the Workforce Services function – Accommodation, Caterer; MEFS Provider; Project Transportation; Industrial Adviser.
  8. Leading the Workforce Services team in accordance with Project & Bechtel policies and procedures.
  9. Production of weekly (and other) reports (e.g. historical, statistics, issue logs, etc) for Site Manager & Project Superintendent.
  10. Other tasks as designated by the Site Manager.

 

JOB KNOWLEDGE:

Experience in supervising labor relations functions on direct hire and construction management construction projects and operating facilities.

Proficiency in developing contract language, negotiation strategies and tactics and demonstrated skills in contract negotiations on a national and project level.

Broad knowledge of labor and employment laws as they apply to construction workers.

Broad knowledge of organizational structure and work practices of labor unions and construction industry trends and developments.

Knowledge of Bechtel’s legal procedures in the handling of law suits arising from labor disputes.

Experience in supervising research activities for the preparation of speeches, presentations and bid information.

Skills in written and verbal communication.

Experience in the delivery of services to the workforce, either self-performed or subcontracted.

Experience in construction or industrial assembly in the field.

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.
