Pipeline Planner

Performs schedule development, maintenance, and monitoring activities as directed. Supports project organizational and administrative activities when delegated. Supervises planning/scheduling activities when delegated. Ensures work is completed as scheduled. Identifies schedule-associated cost trends for management attention.

A.  Supervision Received

  • Receives technical and administrative supervision from an Engineering Supervisor.

B.  Supervision Exercised

  • None initially but expectation is that candidate will develop supervisory skills as they gain experience.  May provide technical direction as appropriate to others who perform specific design support assignments.

C.  Contacts

  • Maintains contact with the immediate work group or discipline and interfaces with other disciplines as specifically directed.
  • Continuing contacts with Project Managers; project team members; Engineering, Procurement, and Construction Management; and client personnel.


  1. Prepares project control plans and detailed staffing utilization plans for discipline or specialty activities.
  2. Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  3. Ascertains that the correct scope of work is reflected on all schedules.
  4. Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with the total project plan.
  5. Establishes and implements methods for determining activity durations within assigned disciplines or specialties. 
  6. Develops quantity release or installation curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a discipline or specialty. Develops required job hour expenditure for assigned disciplines or specialties. Assists in determining leveling decisions. Performs quantity, manpower, and cost resource loading for assigned schedules. Performs invoice preparation for payments based on cost loaded schedules as required.  Performs performance monitoring and control functions.
  7. Reviews schedule data and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties. Assists in developing specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions.
  8. Determines critical-path activities for assigned discipline or specialties, and identifies significant activities supporting inter-discipline requirements. Identifies critical path for discipline or specialty work activities.
  9. Develops and monitors short term (2-4 week) engineering and/or construction schedules.
  10. Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/workaround solutions for project considerations.
  11. Develops and writes the schedule commentary that appears in the monthly progress and similar reports.
  12. Identifies and reports activities that have a critical or potential impact on the schedule and prepares and presents the Schedule Impact Report (CIAR).
  13. Prepares plans and schedules of all hierarchy levels for an assigned scope of work, including the following:
    1. Development, maintenance, and updates work package schedule.
    2. Perform project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion and/or decision.
    3. Review and evaluate schedule durations for all disciplines’ activities relative to the support of project milestones.
  14. Fluent in English and Spanish with the ability to write and present in both languages 


A recognized degree in Bachelor’s degree in Engineering, Construction Management, Business Administration or related field from an accredited college or university.

Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.

Skilled in oral and written communication.

Proficiency in using PC operating systems and several basic software applications. Proficiency in using multiple discipline-specific software applications currently used by Bechtel (e.g., PCWorks, Primavera, Tilos and Microsoft Project).

Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.

Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

This position requires previous pipeline planning experience.



Salary Grade Determination


Grade 24

Experience in developing engineering and/or construction schedules

Demonstrated intermediate understanding of project control plans and detailed staffing procedures and processes requiring minimal direction and supervision.

Basic knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets.

Ability to communicate effectively with others in a project team environment.


Grade 23

Familiar with project control plans and detailed staffing procedures and processes.

Basic knowledge of standard Microsoft Office software applications currently being used by Bechtel (Word, Excel, Access).

Ability to communicate effectively with others in a project team environment.

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.
