Assists in the development and implementation of process improvement efforts to support various ES&H functions in the areas of learning and development, web design, People-Based Safety (PBS) and Six Sigma.  Duties require accuracy, judgment, initiative, and understanding of relevant ES&H processes, automation tools and associated supporting computer software.

A.  Supervision Received

  • Receives administrative supervision and technical guidance from the Manager of Process Improvement.  Objectives are defined and results are subject to regular supervisory review.  Receives day-to-day supervision from Senior Process Improvement Specialist.

C.  Contacts

     •    Maintains relationships with relevant functional representatives to coordinate the administration of ES&H process improvement functions on projects and facilities and to keep them advised of evolving and changing ES&H issues.

     •    Maintains contact with jobsite and global business unit (GBU) based ES&H personnel to keep them informed of ES&H issues.

     •    Works closely with corporate, GBU, and project ES&H personnel, as well as and functional learning and development and communication organizations, through process improvement management.



  1. Understands and supports the corporate-wide missions, goals, and strategic objectives for process improvement for ES&H across Bechtel.
  2. Develops and coordinates process improvement activities, including drafting of learning, training and marketing materials and obtaining cost-effective bids for outside printing and copying for computer design artwork-ready corporate bulletins, brochures, poster layouts and other marketing materials. 
  3. Maintains and modifies departmental intranet and its contents, including creating and maintaining team websites.  Responsible for developing and implementing proposed revisions and additions to the architecture of the departmental website.
  4. Creates forms and other methods of web-based technology to improve user effectiveness and response.
  5. Researches activities relating to improving processes, such as database functionality and web design.
  6. Compiles data needed to prepare critical items reports and other supplementary reports, as required.
  7. Participates in department staff meetings and statuses tasks as required.
  8. Coordinates with Senior Process Improvement Specialist, process improvement manager and/or corporate ES&H management to obtain approval on work as it is accomplished.
  9. Supports Senior Process Improvement Specialist on training development and launching and promoting corporate ES&H initiatives and campaigns.



  • Technical knowledge of computer-based training development software.
  • Technical knowledge of Adobe Suite desktop publishing software, SharePoint web developer, FrontPage programming code, and Flash incorporation into training products.
  • Knowledge of learning and development systems, applications of both ES&H and automation methods, and application of computers to associated process improvement tasks.
  • Knowledge of industry and regulatory standards and criteria pertinent to ES&H learning and development needs.
  • The above is normally acquired through:
  • Recognized degree from an accredited college or university, or
  • Sufficient number of specialized courses, or
  • Equivalent demonstrated experience in ES&H and learning and development functions.
  • Demonstrated skill in oral and written communication and in preparing clear and comprehensive correspondence.


Salary Grade Determination

Grade 24

Performs work which requires sound technical knowledge in a specialized process improvement field.  Initiates actions resulting in the development of tools and resources.  Works independently with ES&H team members and other functions under limited supervision.  Provides early warning to Senior Process Improvement Specialist regarding process deficiencies or schedule slippage.  Skilled in the use of computer artwork and web design packages, as well as web architecture.  Has working familiarity with Bechtel’s environmental, safety and health processes and procedures.

Grade 23

Performs work in a specialized process improvement field, such as learning and development and marketing and communications, which requires basic knowledge of the development and implementation of tools and resources.  Works under moderate supervision in carrying out the day-to-day responsibilities.  Interprets schedules to ensure they are realistic and that required activities occur on time.  Maintains electronic and personal interface between activities and those responsible for the activities.  Good knowledge of computer artwork and web design packages.
