Assigned to a field engineering organization in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs craft activities, and subcontractors as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all field positions.

  1. Responsible for field engineering operations within assigned discipline or area.
  2. Determines workforce requirements. Coordinates established area operational plans. Schedules work to be performed and reviews work accomplished by each craft. Monitors work activities and ensures the quality of work performed.
  3. Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
  4. Perform FCD/NCR when field design needs adjustment or not in compliance with codes, standards or project specifications.
  5. Prepares reports and forecasts, including summary of construction progress, and expenditures forecast.
  6. Prepares Field Material Requisitions for permanent material and verify compliance with Technical Specifications and Standards.
  7. Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
  8. Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operations.
  9. Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.
  10. Performs employee reviews and identifies training and development opportunities for subordinate personnel.
  11. Ensures that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
  12. Implements Six Sigma tools, analysis, and decision making in the execution of duties.


  • Bachelor’s degree from a recognized tertiary institution in Civil Engineering
  • Technical knowledge of a specialized engineering discipline, cost, scheduling and/or contracts administration relating to the construction of heavy industrial or commercial projects.
  • Strong computer competence and literacy – Word Processing, Spreadsheets and Databases.
  • Minimum of 5 years’ experience in the engineering/construction field.
  • Knowledge in directional boring, soil mechanics, and roads.
  • Experience working with EPC Contractors.
  • Medium (English) written, data and oral skills.
  • Ability to engage with staff from all levels, disciplines and functions.
  • Sets high self-management standards and seeks to continuously improve
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health.
  • Participate in Bechtel’s “Zero Accidents” safety program.

  1. Takes direction from and coordinates with the Project Field Engineer for day-to-day activities.
  2. Takes responsibility for assigned Field Engineering scope and leads by example.
  3. Provides Field Engineering coverage to support ongoing construction, coordinating with the PFE.
  4. Knowledge in Unit and Performance Rates (QURR).
  5. Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
  6. Knowledge of the Project ES&H Handbook and the Bechtel Core Processes.
  7. Knowledge of Standard Work Process Procedures (SWPPs).
  8. Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
  9. Verify construction progress quantities submitted by the EPC Contractor on a weekly basis.
  10. Reads and understands the contract in relation to the PMC and EPC scopes of work.
  11. Understands and follows the division of responsibility (DOR) between assigned Field Engineering team and EPC Contractor Field Engineering team. Works with the EPC Contractor as an integrated team member to achieve the goals and milestones for the project.
  12. Attends and participates in construction meetings, such as Toolbox meetings, Quantity report meetings, Three Week Lookahead, Quality and Field Engineering, Contract Progress and Readiness Review.
  13. Performs surveillance of Contractor’s activities to ensure compliance with project requirements, specifically project quality requirements.
  14. Reads and understands MLP-INCO project procedures.
  15. Reads, understands and competently interprets engineering and supplier drawings and documents.
  16. Participates in area handover processes including Punchlist walk downs, identifies Punchlist items, and monitoring of Punchlist item status.
  17. Attends training and inductions as necessary.
  18. Actively attends/participates in daily pre-start meetings, weekly toolbox meetings, weekly safety walkdowns and does not walk by an unsafe act or condition.
  19. Supports and participates in People Based Safety program.
  20. Supports and participates in People Based Quality program.

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.
