Position Summary

Bechtel is seeking a Cost Engineer for our MLP INCO Project, based in Salamanca. The position will be responsible for Supervises cost estimating, analysis, and control activities. Supports project organizational and administrative activities. Identifies cost trends for management attention. May review invoices for correct collection of revenue. Responsible for cost engineering, cost estimating, and cost analysis/control activities for small to medium size projects. Manage project control systems.

 

JOB DESCRIPTION :

  • Performs general or discipline cost estimating generating capital cost and/or services estimates; data analysis identifying problems and makes recommendations and control activities for project and/or proposal efforts. 
  • Supports estimate reporting and reviews. Provides technical direction to assigned personnel when delegated. Supports training activities, as needed. Executes simultaneous tasks within broadly defined parameters.   

 

The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:

 

  • Prepares services, distributable, contractor indirect and/or capital cost estimates in specialized discipline areas using current techniques and market pricing.
  • Prepares cost/schedule products for proposals or contract negotiations.
  • Provides input on the level of effort required (cost/job hours) through coordination with functions and/or vendors and consolidates input for costing. 
  • Performs and reviews methodology for quantity takeoffs from design drawings for multidiscipline sections and customizes forms etc. to reflect best effort.
  • Prepares detail pricing field office non-manual labor/other direct costs (ODC) and home office labor/ODCs.
  • Produces capital cost costs estimate using a crew-based approach including formation of crews from multiple disciplines. Provides detail pricing for manual labor rates.
  • Develops unit rates for discipline specific items.
  • Assists in developing conceptual quantities to supplement partial Design Build design documents.
  • Prepares basis and assumption documentation denoting rationale, inclusions and exclusions. 
  • Calculates fee based on established fee model.
  • Quantifies and spreads escalation based on project schedule and estimated costs. 
  • Develops and performs analysis of project cash models and the corresponding time value of money as the cost of working capital correlating scheduled activities and cost. Generates payment schedules. 
  • Supports risk analysis assessment by identifying areas of risk.
  • Supports contingency efforts as directed.
  • Assists in developing unit staffing, job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems and makes recommendations. Identifies or defines data sources and techniques for data acquisition.
  • Prepares reports and estimate summaries for estimate reviews, as directed by supervisor. Participates in estimate reviews and presentations, as appropriate.

 

Qualifications and Skills

Basic Qualifications

The Cost Engineer shall be knowledgeable and/or experienced in:

  • Bachelor’s degree plus a minimum of 4 years of professional experience

 

Additional Qualifications

  • Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
  • Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
  • Skilled in oral and written communication.
  • Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline-specific software applications currently used in Bechtel (PC Works or Primavera and Microsoft Office Applications, for example).
  • Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Intermediate English desirable
