This position reports directly to the Market/Sector Manager and is assigned in the advocacy role to push the Small, Minority/Woman/Disadvantaged Business Enterprise (SMWDBE) initiative forward externally and internally within the market. This individual will manage and coordinate the development and implementation of the SMWDBE participation program and will be responsible to monitor the program performance and ensure compliance and recommend corrective actions when performance is not in accordance with plan.

 

Responsibilities:

 The successful candidate must have experience in developing and implementing local and Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE0 and Disabled Veteran Business Enterprise (DVBE) outreach programs and be able to apply that experience to meet the project and corporate requirements. The work requires the successful candidate to be flexible and possess good writing, communication and organization skills. Specific position responsibilities are:

 

  • Maintain a database of SBE/DBE/DVBE suppliers and subcontractors easily accessible to proposal/Business Development personnel.
  • Assist in the screening and pre-qualification of bidders with respect to SBE/DBE/DVBE utilization.
  • Support activities with SBE/DBE/DVBE trade associations and business development organizations.
  • Support contracts group with SBE/DBE/DVBE contractors and suppliers and assist them with becoming familiar with the requirements for doing business on the project being pursued.

 

Support the following:

  • Interface with SBE/DBE/DVBE organizations representing the SBE/DBE/DVBE community.
  • Monitor the Small Business Subcontracting Plan, prepare and submit all small business socioeconomic utilization reports. This includes the review approval and administration of lower-tier subcontracting plans as well as ensuring lower-tier companies report into the government's electronic reporting system (eSRS)
  • Provide monthly small business reports for the project(s)
  • Sponsor/conduct and participate in small business outreach presentations and events both externally and internal. Ensure through training workshops and communication of informational e-mails that project personnel are aware of the Small Business Program and the current status of achievement against its contractual small business goals
  • Seek out and meet one-on-one with companies to find qualified suppliers to expand the project's supplier database.
  • Support the Bechtel Communications Organization with their requests for small business achievements information/statistics and talking points for presentations
  • Source potential bidders, develop and issue RFPs for pricing to support proposals, evaluate pricing for completeness, issue recommendation to management for pricing to be carried in support of business development.
  • Under direction of Proposal Manager, develop technical response to Owner-issued RFPs for Contracts, Procurement and SBE/DBE/DVBE requirements
  • Assist all North America proposal teams with SBE/DBE/DVBE requirements and advise/assist projects as needed.

 

Job Dimensions:

  • Reports to and receives operational direction from the Supplier Diversity Manager.
  • May provide training, and guidance to other contracts/purchasing personnel as required.
  • Maintains working relationships with project Field Procurement personnel, Engineering personnel, Systemization personnel and Operations personnel of existing projects.
  • Maintains working relations with those prospective and current bidders and suppliers involved with the performance of assigned tasks.

 

 

Job Qualifications – Level One:

  • Bachelor’s Degree in Business, Supply Chain Management, Engineering, Construction Management (or equivalent experience) plus five (5) years relevant experience in a professional level in SMWDBE outreach programs, purchasing, contracting, construction or project management, or engineering.
  • Must be a US Citizen or be able to work and remain in the US without sponsorship
  • Must be able to clear a pre-employment drug screen and obtain a site security badge
  • Knowledge of the airport, rail or highway transportation industry, public bidding requirements, and state and local government works contracts, as well as the EPC industry are preferred.
  • Strong analytical abilities and quantitative skills.
  • Advanced understanding of the procurement life cycle required.
  • Intermediate skills in the Microsoft Office Suite (Excel, Outlook, Word, Powerpoint)
  • Advanced understanding of RFP development required.
  • Ability to build concise and factual reports required.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, suppliers and government officials.
  • Basic understanding of Government contracting and flow-down of applicable clauses and requirements.

 

Job Qualifications – Level Two:

  • Bachelor’s Degree in Business, Supply Chain Management, Engineering, Construction Management (or equivalent experience) plus seven (7) years relevant experience in a professional level in SMWDBE outreach programs, purchasing, contracting, construction or project management, or engineering.
  • Must be a US Citizen or be able to work and remain in the US without sponsorship
  • Must be able to clear a pre-employment drug screen and obtain a site security badge
