Job Summary:
The Resident Engineering for the Track, Elevated Structures to serve as an important part of the Construction Management leadership team for major prospective projects located within California. This Resident Engineering position will bring experience and expertise to the project while working closely with the client’s organization and their stakeholders, in addition to Bechtel’s select subconsultants.
In this role, you will lead a team of Inspectors on a project, coordinating closely with other Resident Engineers, Office Engineers, and Quality and Safety professionals. As an extension of the owner/client, you and your team will oversee construction activities for compliance with the contract, provide construction reports including trends and schedules, manage contract change orders , and coordinate subcontract work activities and team development. Your oversight will assist the owner/client in ensuring that the project is progressing in an efficient and productive manner, is comply with project policies, procedures, and job site work rules and procedures, and is being constructed within specifications, schedules and budgets. Major Responsibilities:
- Monitors tool and equipment usage on the site.
- Determines workforce requirements.
- Works with Construction Field Engineers, in interpreting Engineering design documents, vendor documents, and other technical documents
- Ensure that safety and creation as well as maintenance of a safe workplace and environment is the primary consideration and first priority in the delivery of all work. Actively participates in Bechtel’s safety leadership culture through field hazard inspections, engagement with the workforce, deployment of safety initiatives and review of contractor’s means and methods.
- Coordinate and direct activities completed by Assistant Resident Engineers, Office Engineers, Lead Inspectors, Construction Inspectors, and Administrative/Project personnel.
- Proactively engages with their team’s development through Competency development / assessment and feedback.
- Responsible for the team’s reviews, comments and monitoring of Contractor submitted schedules to ensure the works are being completed in accordance with the accepted schedule. Reports metrics to management on progress as required.
- Participates and inputs for the development of contractor or vendor scopes of work, budgets, contract formation, and negotiations.
- Participates in weekly cost and schedule reviews with senior management.
- Manages activities with other disciplines or areas and clients’ resident representatives, as instructed by management.
- Oversight of the delivery of the Civils and Trackwork scope to meet the required timelines.
- Actively engage in and contribute to constructability reviews of detailed design as it progresses, and construction packages prepared by the Technical Authority or Contractor.
- Monitor the technical requirements of the work, including quality control/assurance.
- Monitor implementation of the Contractor’s quality program(s).
- Ensures the implementation of the project construction procedures.
- Coordinates with contractors and designers to plan construction schedules and review programs for acceptance and feasibility.
- Coordinate and develop positive relationships with project stakeholders including but not limited to cities, counties, cultural communities, railroads, affected businesses and residents, special interest groups, Authorities Having Jurisdiction (AHJs) and customer’s engineering and operating personnel.to coordinate construction activities.
- Works closely with the Project Controls Manager to help ensure that cost and schedule are on tract and trending towards achieving milestones and ultimate project success.
- Coordinates with the Contract Administrator on activities affecting the contract administration operation.
- Participate in or assign appropriate designees for Value Engineering exercises as needed.
- Performs employee reviews for subordinate personnel and assists in their development. Ensures that subordinate personnel receive progressive training.
- Reviews and provides input to the project staffing plan for construction engineers and associated personnel to ensure appropriate staffing levels and qualification for project positions.
- Ensure contractor technical submittals are submitted, reviewed, and approved. Monitor schedule of submittals, reviews, and approvals. Coordinate other Functional Depts for review and maintaining compliance of contract requirements.
- Review and approve contractor’s construction related documentation including RAMS, means and methods and ITPs.
- Coordinate interfaces between early works contractor(s) and other interfacing projects.
- Successful Construction Management track record on major ($1B+) multidisciplinary Light Rail projects.
- Demonstrated technical writing, data management, verbal communication, presentation, and people management skills.
- Ability to collaborate and maintain a positive rapport with the client.
- Experience working with teams and stakeholders in the construction of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
- Computer skills (including Excel, Word, PowerPoint) is desirable.
- Knowledge of supervisory functions relating to field activities.
- Successful track record on major ($1B+) multidisciplinary Light Rail projects for strong collaboration and communication, especially with other Resident Engineers on the project.
- Demonstrated technical writing, verbal communication, and field staff management skills.
- Strong interpersonal skills with the ability to collaborate and maintain a positive rapport with the client, contractor and project stakeholders.
- Experience working with teams and stakeholders in the construction of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
- Knowledge of supervisory functions relating to inspection activities.
- Ability to effectively manage project team members. Must be highly organized and have effective problem solving, leadership, and negotiation skills.
- Ability to work in a fast-paced collaborative environment.
Management/Productivity
- Working knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
- Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents. Prior experience supervising and administering contractors.
- Thorough understanding of project construction procedures, principles, and concepts.
Safety & Quality
- Demonstrated commitment to Environment, Safety and Health (ES&H).
- Knowledge and understanding of the application and requirements of the relevant Environmental, Health and Safety regulations as they relate to area of responsibility.
- Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.
- Monitors work activities and ensures the quality of work performed.
Education and Experience Requirements:
- Bachelor's or master's degree in engineering, construction management or related field (or international equivalent)
- Minimum of 3 years experience as a Construction Manager on light rail projects is highly desirable.
- Professional Engineering license in one or more US States is strongly preferred, Professional Engineer in the State of California desirable. PEng may be considered acceptable.
- Registration as a Certified Construction Manager is desirable.
- 13+15 years of relevant field experience or 19+ years of relevant work experience in lieu of degree. Minimum 12 years of experience in track and rail construction including 7 years of transit construction with elevated structures as Assistant RE or RE, ideally for Light Rail projects
- In addition to having previous industry experience supervising construction of complex Light Rail projects in dense urban environments with elevated structures, tunnels and stations, the successful candidate will have proven experience in leading teams and providing operational direction to multi-discipline field specialists and commercial support teams.
Required Knowledge, Skills, and Abilities:
- Technical knowledge and experience of relevant construction methods and systems including:
- Trackwork and Special Trackwork
- Retained Cut and Slope stability construction
- Viaducts & bridge structures
- Slope stability works.
- Experience with freight rail preferred.
- Excellent ability to proactively act upon and solve construction and contract issues.
- Consistent attention to details and follow-through.
- Ability to read and interpret contract documents, construction plans, and specifications.
- Ability to work independently with minimal supervision.
- Ability to understand and comply with local codes and jurisdictional requirements for the project.
- Ability to understand and comply with project-specific environmental compliance requirements.
- Experience with successful interface management on Light Rail projects.
- Cal-OSHA/OSHA 30 training certification at start of work on Project.
- Experience in street restoration including road pavement, curb, and gutter.
- Experience with traffic control procedures.
- Experience in the demolition of mid-rise buildings in an urban setting.
- Experience in environmental compliance and mitigation, including hazardous waste and contaminated materials.
