Project Controls Supervisor (Phase 1)

Infrastructure is hiring a Project Controls Supervisor (PCS) as part of the initial high-performance team responsible for Phase I of this exciting new railway project. 


Phase I of the Sepulveda project is a 12-mile fixed guideway transit project on I-405 between the San Fernando Valley to West Los Angeles (“Valley to Westside”). The primary task will be to work within a design envelope to narrow the alignment and technology alternatives to a Locally Preferred Alternative (“LPA”) through development of engineering, cost and schedule, environmental, geotech and permitting, and development of a financing plan and development approach. 


Job Summary: The PCS will be responsible for cost analysis/control and planning/scheduling activities. Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.


Job Responsibilities:

·      Responsible for effective execution of Project Controls programs on an assigned project in accordance with Bechtel Project Controls Department Procedures.

·      Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned projects.

·      Plans staffing needs for assigned projects.

·      Supervises Project Controls staff.

·      Reviews contract drafts to ensure they include adequate cost and scope definition and meet Project Controls requirements. Coordinates development of all data in support of negotiations.

·      Prepares, coordinates, and directs Project Controls presentations to Bechtel and client management, as required.

·      Participates in the development and training of assigned personnel and in the implementation of on-the-job and classroom training programs.

·      Conducts personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.

·      Directs project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.

·      Prepares the Project Controls plan for assigned projects.

·      Maintains liaison with GBU functional management to coordinate workload and staffing plans, work processes, and procedures.


Qualification and Experience:

·      Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.

·      Skilled in oral and written communication.

·      Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline-specific software applications currently used in Bechtel i.e., PowerBI, QlikView, SQL Server Reporting Services and Microsoft Office Applications, for example).

·      Ability to interface with other disciplines, client reps and subcontractors as required.

·      Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.

·      Must have a strong work ethic and willingness to work alongside our partners and management team. Should have a strong and collaborative personality

·      Experience of both Cost & Planning on a medium to a large construction project.


Basic Qualifications:

·      Level 1: Bachelor’s degree from an accredited university plus at least 9 years of relevant professional experience, or in lieu of degree, at least 15 years of progressive related work experience.

·      Level 2: Bachelor’s degree from an accredited university plus 13 years of relevant work experience, or in lieu of degree, at least 19 years of progressive related work experience.


Railway experience is preferred but not required. Consider this an opportunity to add railway planning to your skill set with the intent of supporting future rail projects in the Americas or internationally. 



Assignment Terms and Conditions: This position is short term (9-12 months), with potential to extend if we successfully continue into the next phase. The original plan required the team to be in Los Angeles, however, COVID has impacted that plan requiring some flexibility on all team members. Expectation is that there will be extended periods of time in LA during this assignment (either on business trip or short-term assignment status). Later phases may continue to require short-term assignment in LA.
