Job Summary:

The Supply Chain Manager is responsible for leading end‑to‑end procurement and contract management activities to support Heathrow project delivery. The role ensures that sourcing strategies, supplier performance, and commercial arrangements align with business objectives, customer expectations, and programme milestones. This position requires strong leadership in supply chain governance, upstream planning, market engagement, and agreement formation (on client paper).

Major Responsibilities:

Procurement Planning

  • Develop and implement robust procurement plans aligned with project schedules, risk profiles, and Heathrow operational requirements.
  • Implement the Supply Chain Assignment Schedule, capturing the project’s agreed allocation of subcontract management tasks and applicable Standard Work Process Procedures for requisition management.
  • Lead supply chain forecasting and market analysis to ensure availability, competitiveness, and value.
  • Support category strategies, long‑lead procurement planning, and interface coordination with engineering, construction, and functional teams.
  • Ensure all procurement activities comply with Bechtel procedures, Heathrow‑specific governance processes, and relevant regulatory requirements.

Subcontract Formation 

  • Lead negotiations and prepare negotiation plans for resolving commercial contract matters as required by the designated supervisor.
  • Manage assigned subcontracts, maintaining continuous review of performance and identifying potential financial or technical risks.
  • Coordinate with project staff on operational activities affecting contractual rights, subcontract performance, and other key matters.
  • Manage complex contract changes through negotiation with customer personnel and achieve settlement.
  • Represent the Client in contractual discussions of moderate complexity.

Subcontract Management

  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract management and other major matters
  • Manages complex contract changes by negotiating with customer personnel and obtaining settlement
  • Represents Bechtel in contractual discussions of moderate complexity

Leadership and Collaboration

  • Prepare reports, dashboards, and briefings for leadership and customer review.
  • Provide direction to procurement specialists, expeditors, and subcontract administrators.
  • Facilitate cross‑functional collaboration to align engineering, construction, finance, and supply chain deliverables.
  • Support continuous improvement initiatives and the development of best‑practice procurement tools and processes.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and relevant work experience.
  • Experience in major infrastructure, aviation, or complex programme environments.
  • Demonstrated expertise in procurement planning, contract formation, and supplier negotiations.
  • Experience forming and managing customer agreements or commercial frameworks.
  • Strong commercial acumen and understanding of supply chain risk management.
