Bechtel provides

expert engineering, environmental, engagement and project management

support to HS2 as a Delivery Partner across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.

HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

This role has an anticipated start date of February 2022. It carries a part time tele-working status, which provide the opportunity to work from home part of the time and in the London office approximately 5 days per fortnight.

 

Senior Project Manager

 

1.     Job purpose

 

The Senior Project Manager will work within the Hybrid Bill Directorate (HBD) Technical Team to lead the multidisciplinary delivery of activities on behalf of the Head of Technical in

support of the successful passage of the hybrid bill for Phase 2b Western Leg of HS2 through Parliament.

3.     Role of Directorate/Department

 

The Hybrid Bill Delivery Directorate is primarily

responsible for the passage of hybrid Bills through parliament with a secondary function of

supporting the wider business is all matter relating to obtaining and applying the powers and consents required to build the new railway. An immediate priority for the HBD is

supporting the production, introduction and successful passage of the hybrid bill for Phase 2b (Western Leg) of HS2 through Parliament in line with HS2 Ltd and Government objectives. Phase 2b (Western Leg) of HS2 is the section of HS2 from the Crewe to Manchester. The Technical team is

responsible for providing the necessary specialist engineering and environmental

support to the Directorate to

support the promotion of the Bill, its amendments and other consenting processes.

 

The role requires travel, primarily along the line of route, and remote working will be required to meet key stakeholders. The role also requires attendance at public engagement events outside normal working hours.

 

4.     Accountabilities

 

·     To

support the Head of Technical in fulfilling the duties and obligations of the NEC3 Project Manager on behalf of the Project Client for activities related to the delivery of the Bill through the parliamentary process.

·     To be

responsible for

supporting the Head of Technical in leading a multi-disciplined team in effectively and efficiently managing the design contract for activities such as petition minimisation, petition studies, preparation of evidence for select committee and the delivery of Additional Provisions and Supplementary Environmental Statements to the Bill.

·     To be

responsible for establishing, monitoring and managing the delivery of consistent design management, including identification of emergent or systemic problems, leading to resolution.

·     To be

responsible for managing and monitoring contract performance.

·     To review, accept and monitor programme schedule.

·     To be

responsible for proactively managing risks within the Hybrid Bill Directorates scope and

support the mitigation of HS2 Phase 2b Western Leg parliamentary programme level risks, feeding into the HS2 Phase 2b programme level risks.

·     To be

responsible for the Construction Design and Management Regulations (CDM) duties as delegated by the Client Representative.

·     To be

responsible for

supporting a collaborative culture which enables high performance by encouraging innovation and knowledge sharing within the Hybrid Bill Directorate, the supply chain and within Phase 2b delivery team.

·     Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and

support and comply with all organisational initiatives, policies and procedures on EDI.

 

5.     Required criteria

 

Skills:

·     Project Management - the ability to develop, plan and integrate projects to optimise target costs, dependencies, risk management and project benefits. Skills profile aligned to APM Project Manager (advanced).

·     Problem Solving – the ability to identify problems and review related information in order to manage the development and evaluation of options and implementation of solutions, including the ability to manage and plan multiple workstreams and consider the

competing demands of stakeholders, cost, time and quality

·     Decision Making – the ability to identify, manage, gather and synthesise the necessary information and facilitate the identification of options and the application of judgement based on logic and reason Analysis - the ability to analyse inputs, assess data in order to assist in the development of strategies and document

supporting rationales.

·     Influencing & Negotiating – the ability to influence and negotiate with internal functions and external supply chain partners.

·     Building Relationships – Ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.

Knowledge:

·     

Understanding of the project management knowledge aligned to the level of APM Project Manager (advanced)

·     

Understanding of the technical elements and architecture of the relevant scope of work within the overall HS2 Phase 2b programme, including interdependencies.

·     

Understanding of the nature of the relevant contract structures and the design and application of appropriate contract and supplier performance systems.

·     

Understanding of risk identification and management.

·     

Understanding of project schedule management, dependencies and risk assessment

·     

Understanding of the powers within the hybrid Bill / Acts of Parliament and how they interact with the engineering design, environmental assessment and development.   

·     

Demonstrable knowledge of environment and engineering interfaces.

Type of experience:

·     Experience of the entire project lifecycle including development, planning,

procuring, developing and implementing project activities.

·     Experience of design delivery across complex technical integration projects.

·     Experience of leading, managing people and working across functions and disciplines to deliver complex objectives.

·     Degree level qualification in project management, engineering, commercial management or the equivalent experience.

6.     Decision making

 

The post holder can decide the following:

·     Investment and procurement decisions as

determined by governance.

·     Approve compensation events and variations to existing contracts as

determined by governance.

·     Approve payments (up to defined value) as

determined by governance.

·     Undertake NEC3 Project Manager duties New Engineering Contracts.

 

The following decisions are referred for approval:

 

·       Some highly complex decision making may be escalated to the Head of Technical or made collectively with input from the Head of Technical.

support of bill management, on a daily basis and by a mix of email, telephone and face to face meetings.

·     Petitioners, in order to resolve petitions, on a daily basis and by a mix of email, telephone and face to face meetings.

 

·     Providing an essential project management input, requiring extensive interaction with multidisciplinary teams across HS2 Ltd as well as providing delivery

support to petition management teams to help facilitate engagement and negotiations with petitioners and to defend the project in Select Committee.
