Position Summary

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in Infrastructure; Mining and Metals; Nuclear, Security and Environmental; Energy. Today, our colleagues team with customers, partners, and suppliers on diverse projects in nearly 40 countries. Estimating for the Energy GBU is the organization that prepares, presents, and reviews overall project and/or discipline specific estimates.  We are responsible to support all aspects of developing project estimates, ranging from initial conceptual estimates (AACE Class 5), detailed EPC/EPCM LSTK/cost-re proposals, to detailed forecasts for projects in execution. Conducts cost, schedule, and risk analysis and a full range of estimate planning, coordination, and consolidation.  Presents estimates to senior Estimating managers, project leadership teams, and senior executives.  Our work includes development of LNG, downstream and chemical projects, water treatment and transport, storage tanks, and energy transitions projects (e.g. hydrogen, carbon capture) that are located around the world. In this role the candidate will need to be able to be comfortable in all manners of communication, including technical writing. Have skills in developing basis and assumptions documentation and the ability to collect, reconcile, and verify data for summary comparisons. The candidate will be expected to support the development of estimates from inception to completion, including developing an achievable estimate plan, inclusive of budget, and coordinating the estimating team in executing the estimate. 


Key responsibilities

  • Support the development of escalation forecasts.

  • collaborate with team members to achieve required outcomes and goals as applicable. 

  • Support the development and maintenance of proposal benchmarks and metrics.

  • Support to identify risks and participating in mitigation planning. 

  •  support to both lump sum and cost reimbursable proposal estimates.

  • Ability to collect, reconcile, and verify data for summary comparison

  • Effectively present review packages, including analysis, to estimate team, department management and business line management.  Schedules internal reviews.s.

  • Travel as needed


Skills and Qualifications

  • Bachelor’s degree in engineering, construction, or business.
  • Experience in estimating, planning, or cost engineering on engineering, procurement, and construction (EPC) projects in the Energy industry or other heavy industrial work.
  • Demonstrates inclusive leadership and teamwork as an associate project or discipline estimator. Values diverse perspectives from teammates. Exercises leadership via influence on a wide range of project and proposal team members.
  • Experience consolidating the estimate components and preparing the proposal cost volume and client bid forms.
  • Expertise to ensure estimate quality and integrity, including incorporation of lessons learned into the estimate.
  • A track record of collaborating to develop proposal strategies with the project manager or proposal manager and joint venture partners, as applicable. 
  • Demonstrated ability to establish the conceptual scopes of estimates and studies when definition is not available; applies experience and expert judgment to compensate for undefined scope.
  • Experienced with bid evaluations of cost and schedule criteria and prepares bid evaluations.  May participate in discussions with vendors.
  • Ability to understand and develop escalation forecasts. Be able to explain effects of current market conditions on the model.
  • Ability to assess cost rates and installation rates against historical and current proposal benchmarks and metrics and ascertain their reasonability against the current estimate and/or proposal
  • Experience identifying risks and participating in mitigation planning; experience assessing the uncertainties associated with productivity, material pricing, wage rates and quantity variation. 
  • Knowledge of engineering, procurement, and construction functions customarily acquired through extensive experience in the EPC industry.
  • Experience using standard software applications such as Microsoft Excel, Word, PowerPoint, Access, and PowerBI to assess and present estimating and project performance data
  • Experience preparing EPC estimates for projects for worldwide locations.
  • Experience with emerging energy transition projects
