Sector Project Controls Engineer - PDP

Project Description:  Crossrail is Europe's largest construction Programme delivering the Elizabeth Line – a 100km-plus rail line will pass through 40 stations, from Heathrow and Reading in the west, to Abbey Wood and Shenfield in the east, via 42km of new tunnels under central London.

Crossrail Ltd selected a Bechtel-led team as its Programme delivery partner to work in an integrated management team delivering the 42km central tunnel section, and eight new subsurface stations. Network Rail also selected Bechtel as its delivery partner for managing the extensive upgrades to the existing rail network outside London. Our integrated teams manage the extensive engineering and construction programs to build this much needed new railway.

The new railway is forecast to carry 200m passengers a year, providing a ten percent increase in central London's rail capacity. Not only will it provide more frequent and reliable train journeys for London's growing population, but it will also add an estimated £42bn to the UK's economy.

 

Position Summary:

Within the Sector Stations, Shafts and Portals (SSP) we are looking for a Project Controls Engineer type individual who has got a right experience and mindset to make a positive difference on the Programme. The Project Controls Engineer will be part of the Sector Business Management Team.

Job Dimensions:

 

A. Supervision Received

  • Reports to and receives technical guidance and operational supervision from designated supervisory personnel.

 

B. Supervision Exercised

  • Provides technical and operational direction to assigned personnel, when delegated.

 

C. Contacts

  • Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers in both the central office and at  project sites.

 

 

Key duties:

  • Determines scope definition requirements for projects or other specialty and works with the relevant sources to coordinate the production of required data to conform to the overall estimate preparation plan.
  • Assists in developing unit man-hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems, and makes recommendations.
  • Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.
  • Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
  • Investigates requirements for estimating and/or cost control data for a specific discipline or other specialty application.
  • Responsible for preparing and presenting reports,
  • Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty application.
  • Ascertains that the correct scope of work is reflected on all schedules.
  • Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with total project plan.
  • Establishes and implements methods for determining activity durations within assigned disciplines or specialties.
  • Develops quantity release or installation curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a particular discipline or specialty. Develops required jobhour expenditure for assigned disciplines or specialties. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
  • Reviews schedule data, and identifies and acquires information needed to complete work logics to interface between assigned disciplines or specialties.
  •  Determines critical-path activities for assigned discipline or specialties, and identifies significant activities supporting inter-discipline requirements.
  • Monitors schedule deviation for assigned disciplines or specialties and recommends corrective action/workaround solutions for project considerations.
  •  Identifies and reports activities that have a critical or potential impact on schedule via the Schedule Impact Report

Qualifications:

  • Grade 26:  Bachelor’s Degree in Engineering, Construction Management or related field with 9 years of project controls or cost related work experience.  In lieu of Bachelor’s degree 15 years of project controls or cost control experience.
  • Must have strong work ethic and willingness to work alongside our partners and management team.  Should have a strong and collaborative personality
  • Experience of both Cost & Planning on a medium to large scale heavy civil construction project.
  • Proficient with various cost, planning, and reporting software i.e., Primavera 6, Ecosys, Power BI
